Transportation Right-of-Way Permits The Jefferson County Utilities Accommodation Ordinance requires a permit to conduct work within County Road rights-of-way. Public Works Department Recommendation . Prior to commencing work, the proponent shall receive a permit from the Public Works Department to place the waterlines in County rights-of-way. B. Drainage, Erosion Control, and Stormwater Management Unified Development Code Section 6.7 adopts the requirements of the Washington Department of Ecology Stormwater Management Manualfor Western Washington. Public Works Department Findings The proposal will create more than 7,000 square feet ofland disturbing activity. Significant portions of the site are adjacent to wetlands and shorelines. The Stormwater Management Manual requires proponents of developments that meet these criteria to implement Minimum Requirement #2 Construction Stormwater Pollution Prevention and to prepare a Construction Stormwater Pollution Prevention Plan. The proponent has submitted a Jefferson County Department of Community Development Stormwater Site Plan template that includes a discussion of Construction Stormwater Pollution Prevention elements and proposed best management practices (BMPs). While the Department generally concurs with the proposed BMPs, several elements are not adequately addressed, including: Element #5 Stabilize soils, Element #9 Control pollutants, Element #10 Control de-watering, Element # 11 Maintain BMPs, and Element #12 Manage the project. The proponent's construction plans shall include a Construction Stonnwater Pollution Prevention Plan that complies with the requirements of the Stormwater Management Manual. In addition to the measures proposed by the proponent, the CSWPP Plan shall include the following BMPs: . Element #5 Stabilize soils: The proponent shall specify BMPs in addition to compacting the waterline trench, including the requirement to cover exposed soils within the time limits specified by the Stormwater Manual. . Element #9 Control pollutants: The CSWPP Plan shall specify BMPs related to operating, maintaining, and repairing heavy equipment. . Element #10 Control de-watering: While the Department concurs that working during the dry season should minimize the risk of discharging turbid water from trenches, the CSWPP Plan shall address this contingency. . Element #11 Maintain BMPs: The CSWPP Plan shall specify BMPs to maintain, inspect, and remove erosion and sediment control BMPs. . Element #12 Manage the project: The CSWPP Plan shall specify the responsibilities of the PUD and its contractor to manage the project, particularly the requirements for Inspection and Monitoring and Maintenance of the CSWPP Plan. The CSWPP Plan shall identify the name and telephone number ofa certified erosion and sediment control lead for the project. . The proponent shall submit the CSWPP sheet to the Public Works Department for review and approval prior to commencing land disturbing activity. . Prior to commencing construction, the proponent shall schedule a pre-construction conference with its contractor and the Public Works Department. C. Fee Requirement . In accordance with the Jefferson County Fee Schedule Ordinance, the Public Works Department charges an hourly fee for application and plan reviews, project inspections, meetings, hearings, and final review. The proponent shall pay all fees incidental to the project prior to final approval. In the event that approval for the proposal is denied by Jefferson County or the proponent does not complete the proposal, the proponent shall still be responsible for paying the Department's fees.
