Dear Mr. Johnson:
The Olympic Region has been involved in discussion and reviews with PUD # 1 of
Jefferson County about the water distribution system along and across the SR 116 right of
way on Marrowstone Island for the last several years.
Listed below are some of the critical elements identified in the Region's preliminary
reviews of the PUD proposed water distribution system.
1. The proposed installation shall comply with the requirements of the WSDOT
Utilities Accommodation Policy. WSDOT publication M 22-86.

2. No open cuts of the roadway, SR 116 or County Road intersections, will be
allowed on this project. All crossing must be bored or jacked and cased.
3. No longitudinal installation will be allowed on the foreslopes of ditches.
4. To avoid delays for the traveling public, work on the project will be restricted to
off peak seasons, from approximately Labor Day through Memorial Day.
5. The PUD will be required to get all required permits for the project. The Region
may review all permits prior to issuing a franchise amendment approving the
work.
6. The PUD will be required to get any required documents from underlying property
owners within the limits of the project. This would be in locations wr5(:;~

7. At a minimum, the PUD shall implement the BMP's as outline in WSDOT
manual M 31-16, Highway Runoff Manual, to mitigate storm water runoff.
8. All new aboveground objects installed in the SR 116 right of way must meet the
minimum control zone requirements. When possible, the Region would prefer
objects like fire hydrants to be located on County right of way.
9. All service meters shall be located off the SR 116 right of way.
10. All drainage courses, ditches, culverts, etc. shall be restored to original condition.
The Region has had some discussion with the PUD about flattening the slopes
into the ditches as a way of meeting the minimum depth requierements.
