Summary of Plan Review
System appears to be sized for system capacity to meet minimum fire flow standards

the scale of the map that was provided for review.
Plan is a branch-type system with no looping, with one source main

Jefferson County Coordinated Water System Plan: Hydrant spacing should be designed to be
consistent with W.A.c. 900' fire hydrant spacing standard, and the County's 500 foot
spacing standard for mixed-use areas. Mixed-use areas are defined by the Jefferson County
Unified Development Code mapping relative to the Growth Management Act.
National and State standards of practice follow a fire flow minimum requirement of 500
gallons per minute at 20 psi residual with a I-hour duration minimum in rural areas, and a
minimum 1,000 gallon per minute at 20 psi residual with a 2-hour duration minimum in
mixed-use areas.
The Washington State Surveying & Rating Bureau evaluates Fire Districts for application of
fire insurance rates with area water system as about one-quarter of the possible value toward
such a rating. Systems of one source main and limited fire hydrant availability would likely
result in little no improvement in the insurance classification rates for the Fire District.
County permitting procedures for any proposed new development on the Island require the
proponent to meet minimum fire flow, duration, and fire hydrant standards, which may
require the applicant to install water mains, install fire hydrant[s], or other alternative
measures as delineated in the Jefferson County Fire Flow Compliance Methodology.
