Marrowstone Island water system: This proposal includes installation of 8, 6, 4 and 2-inch public water mains, with
accoutrements, in and along the road ditches throughout Marrowstone Island.
The Unified Development Code identifies water pipelines as minor utilities requiring a Conditional Administrative use
permit subject to a Type II process. Proposed utilities within shoreline jurisdiction require a Shoreline Conditional Use
and Substantial Development Permit subject to a Type III process involving noticing and a public hearing.
The proposal is exempt from review under the State Environmental Policy Act pursuant to WAC 197-11-800(23)(b). The
project will require approval from Washington State Departments of Transportation and Health and the Jefferson County
Department of Public Works. US Army Corp of Engineers and the Departments of Ecology, Natural Resources and Fish
& Wildlife will have the opportunity to comment and determine whether permitting is required through their departments.
The Conditional Use permit (ZON05-00027) for a minor utility was originally to be reviewed collectively with the Shoreline
Permit SDP05-00014. Due to timing constraints the applicant has decided to process the permits individually. The public
hearing will be for the Shoreline permit only.

SEPA INFORMATION AND DETERMINATION:

POSTING INSTRUCTIONS
Please post the attached notice on a 2-foot by 3-foot board provided by this department in a conspicuous
location visible to vehicle traffic and pedestrians on or reasonably near the proposed
development by April 5, 2006.
The clear adhesive paper can be put over the notice after you mount it to protect it from the elements.
Additional notice boards may be required where the site does not abut a public road, for a large site that abuts
more than one (1) public road, or the Administrator determines that additional notice boards are necessary to
provide adequate public notice.
Notice boards shall be maintained in good and legible condition by the applicant during the notice period, be in
place at least fifteen (15) calendar days prior to the date of the hearing, and be removed within fifteen (15)
calendar days after the end of the notice period.
Complete the affidavit, have it notarized, and return it to this office within three (3) days of posting. If the
affidavit is not filed as required, any scheduled hearing or date by which the public may comment on the
application will be postponed in order to allow compliance with this notice requirement.
