near the site identified in the following development description:
PROPOSAL: Marrowstone Island water system: This proposal includes installation of 8, 6, 4 and 2-inch public water mains, with
accoutrements, in and along the road ditches throughout Marrowstone Island.
The Unified Development Code identifies water pipelines as minor utilities requiring a Conditional Administrative use permit
subject to a Type II process. Proposed utilities within shoreline jurisdiction require a Shoreline Conditional Use and Substantial
Development Permit subject to a Type III process involving noticing and a public hearing.
The proposal is exempt from review under the State Environmental Policy Act pursuant to WAC 197-11-800(23)(b). The project
will require approval from Washington State Departments of Transportation and Health and the Jefferson County Department of
Public Works. US Army Corp of Engineers and the Departments of Ecology, Natural Resources and Fish & Wildlife will have the
opportunity to comment and determine whether permitting is required through their departments. The Conditional Use permit
(ZON05-00027) for a minor utility was originally to be reviewed collectively with the Shoreline Permit SDP05-00014. Due to timing
constraints the applicant has decided to process the permits individually. The public hearing will be for the Shoreline permit only.

PUBLIC HEARING AND WHERE TO VIEW DOCUMENTS:
The public hearing will be conducted on Tuesday, April 18, 2006 in the Board of County Commissioner's Chambers in the basement
of the Jefferson County Courthouse. The hearing will begin at or about 1 :OOPM.
The application and any studies may be reviewed at the Jefferson County Department of Community Development. All interested
persons are invited to (a) comment on the application; (b) receive notice of and participate in any hearings; and (c) receive a copy of
the decision by submitting such written comment(s)/request(s) to the Jefferson County Department of Community Development,
Development Review Division, 621 Sheridan Street, Port Townsend, WA 98368, (360) 379-4450.
SEPA INFORMATION AND DETERMINATION:
This is a Type III permit application that is exempt from SEPA review.
APPEALS:
The final permit decision for this Type III permit application will be made by the Hearing Examiner. Parties of record may appeal the
decision to the Appellate Hearing Examiner within 14 calendar days of the final Hearing Examiner Notice of Decision. Decisions of
the Appellate Hearing Examiner may not be further appealed except to Superior Court.
