Beckett Point Sanitary Improvements: Construction of a large
on-site septic (LOSS) system for the community of Beckett Point.
The residences are currently served by individual on-site septic
systems, These systems are old and their condition and level of
treatment is not well known. The proposed project involves
abandoning the majority of the individual on-site septic systems
and construction of two new independent community sewage
collection and on-site treatment systems. The proposal will
require clearing approximately 5,9 acres of forest in the uplands
area. The clearing activity requires a Class IV General Forest
Practices Permit from DNR requiring Stormwater Management
and SEPA review. The Unified Development Code identifies
sewer pipelines as minor utilities requiring a Conditional
Administrative Use subject to a Type II process. The Shoreline
Master Program identifies utilities as a secondary use within the
Suburban shoreline designation, which requires a Type III
process. The permits will be reviewed collectively under the
Type III process. The project will require approvals from the
Washington State Department of Health and Washington State
Department of Natural Resources. US Army Corp of Engineers,
Washington State Department of Ecology and Washington
Department ofFish & Wildlife will have the opportunity to
comment and determine whether permitting is required through
their departments.
