Conditional Use Application

PROJECT/APPLICANT NAME: Beckett Point Sanitary Improvements
The purpose of the conditional use permit process is to provide flexibility in the application of the use regulations contained in the
Unified Development Code (UDC). No conditional use permit can be granted unless consistency with the performance standards of
Section 4, the development standards of Section 6, the procedural requirements of Section 8.4, and the approval criteria of Section 8.8,
and other applicable requirements of the UDC have been satisfied. Approval of the conditional use is effective for three (3) years from
the date of original approval. If a building permit has not been issued within the three (3) year period, the conditional use approval will
expire.
The following questions will assist in the evaluation of the conditional use request:
1. Describe the re uested conditional use,

2. Explain how the conditional use is harmonious and appropriate in design, character and appearance with the existing or
intended character and ualit of develo ment in the vicini and with the h sical characteristics of the sub'ect ro ert ,
The project will correct an existing substandard sewage treatment situation. Sewer lines will be constructed within the existing
roadway and driveways and grinder tanks will be installed within existing yard areas. Once constructed, the project will help
improve water quality in Discovery Bay and will not change the character of the existing area except where cleaming will occur
at the top of the bluff to accommodate construction of the septic drainfield.
3. Describe the infrastructure including but not limited to roads, fire protection, water, wastewater disposal, and stormwater control
which will serve the re uested conditional use.
The existing road system will continue to provide access to residents and emergency services. No change to existing water
system will occur. Wastewater will be collected via new pipes within the roadway and pumped to the top of the hill where it will
be trealed and disposed of in a new community drainfield.
4. Describe the location, size, and hei ht of buildin s, structures, si na e, walls and fences, and screenin ve etation for the use.
Two new pump stations will be constructed to pump wastewater to the drainfield location. The pump slations will be below grada
electrical controi panels mounted on posts. No landscape improvements other than restoration of disturbed areas is proposed.
5. Describe any noise, smoke, dust, fumes, vibrations, odors, outdoor lights or other impacts will be generated by the conditional
use.
No long term smoke. dust, fumes, vibrations, odors, or light impacts will result from the project During construction of the
collection system and drainfield lhere will be noise, dust, and possible vibrations associaled wilh construction activities. Once
operational, the system will have underground pumps that avoid potential noise impacts.
6. Describe the edestrian and vehicular traffic and arkin area associated with the conditional use.
Vehicular traffic generated by the conditional use will be limited to construction personnel vehicles and heavy equipment used for
construction. Following construction. pedestrian and vehicular traffic will return to existing levels. Maintenance vehicles wil! visit
the pump stations and drainfields periodically to perform routine maintenance.

7. Will the proposed conditional use result in the siting of an incompatible use adjacent of an airport or airfield?
No, the project site is not adjacent to an airport or airfield.
8. Are there any significant adverse impacts on the human and natural environments caused directly by the conditional use? If yes,
can these impacts be mitioated?
No significant adverse impacts will result from the project. The project is intended to correct existing substandard individual
septic systems serv'ing the homes on Beckett Point The new system will result in improved water quality in Discovery Bay,
9. Describe how granting the conditional use will not be materially detrimental to uses or property in the vicinity of the subject
parcel.
As mentioned in #8 above, the project will result in improved water quality in Discovery Bay by resulting in discontinuance of
substandard septic systems and provision of a modern community septic system outside the shoreline area. Existing uses of
property on Beckett Point will remain.
10. Describe how orantino the conditional use will not be substantiallv detrimental to the public interest.
The public interest will be served by removing a suspected source of pollution to Discovery Bay. Since 2003, the Beckett Point
community has been a "concern status" source of contamination to Discovery Bay.
11. Does the conditional use have merit and value for the community as a whole?
The project wiil benefit the Beckett Point community as well as the community as a whole by providing modem wastewater
treatment to effluent generated by existing homes. Improved water quaiity in Discovery Bay and Washington's marine waters
is an Issue of statewide concern.
12. Describe how the conditional use complies with all other applicable criteria and standards of the Unified Development Code
(UDC) and any other applicable local, state or federal law; and more specifically, conforms to the standards contained in
Sections 4 and 6 of the UDC.

13. Describe how the conditional use is consistent with all relevant ooals and policies of the Jefferson County Comprehensive Plan.

1. Describe the requested conditional use.
The proposed project is comprised of installation of a new wastewater collection, treatment
and disposal system for the Beckett Point community. Beckett Point is located on the
perimeter of a low relief cuspate foreland (sand spit) on the eastern shore of Discovery Bay.
The land within the Beckett Point community is subdivided into 165 lease-hold lots
controlled by the Beckett Point Fishermen's Club. 90 of the lots have existing homes that
will be connected to the proposed on-site system. Currently homes at Beckett Point are
serviced by individual septic systems of varying ages and conditions. The project will
upgrade the wastewater system for the area and is being undertaken by the Fishermen's Club
and community residents to avoid potential contamination to Discovery Bay.

The wastewater system will be comprised of two completely independent large on-site
sewage systems (LOSS). The systems will utilize small grinder pumps located at each
house. The sewage will be conveyed via a low pressure sewer system force main to be
installed under the existing prism of Beckett Point Road. Two submersible sewer pump
stations will pump the sewage to a large on-site septic tank located in the upland area at the
top of the slope that rises up from Beckett Point. The tanks will be located at approximately
280 feet MSL. Dosing tanks will pump the effluent to large trench type pressure drain fields
located on the eastern one third of the property. The drainfields are separated from the
shoreline area by more than 600 horizontal feet.

Describe how the conditional use complies with all other applicable criteria and
standards of the Unified Development Code (UDC) and any other applicable local, state
or federal law; and more specifically, conforms to the standards contained in Sections 4
and 6 of the UDC.
The proposal is regulated by Section 4.40 of the UDC, Minor Utility Developments. As
discussed below, the project is consistent with the goals and policies of the Comprehensive
Plan. The project is located in a Shoreline of Statewide Significance with a Suburban
designation. It has been designed to be consistent with the Jefferson County Shoreline
Master Program standards. As discussed in Section 4.40, the wastewater collection lines will
be installed under existing roads and driveways to minimize disruption to the physical
environment. State permits from the Department of Health are required for the large on-site
system (LOSS), and the Washington State Department of Ecology will review the Shoreline
Substantial Development Permit. No federal permits are required for the project.

The project is consistent with the standards set forth in Section 6 of the UDC, Development
Standards. The project will install a modem sewage collection and disposal system for
Beckett Point, allowing older individual systems located adjacent to Discovery Bay shoreline
to be abandoned. The project includes a Stormwater Site Plan designed in accordance with
the standards of the adopted Stormwater Management Manual for Western Washington.

Best Management Practices (BMPs) have been incorporated into both the system design and
the stormwater/erosion control plan.
13. Describe how the conditional use is consistent with all relevant goals and policies of the
Jefferson County Comprehensive Plan.
Listed below are several policies from the Jefferson County Comprehensive Plan that are
directly relevant to the Beckett Point sanitary project.
NRP 11.3 Minimize conflicts with adjacent land uses to protect continued productive
aquaculture activities in marine waters associated with fish hatcheries and shellfish habitat.
Analysis: The existing residential structures on Beckett Point are served by individual septic
systems of varying ages and condition. These systems have been identified as a potential
source of contamination to Discovery Bay and the marine resources within it. The proposed
community septic system will result in removal of the potential contamination source and
reduce the impact the existing homes have on the shoreline area.
ENP 2.11 To maintain the good water quality found in Jefferson County's freshwater and
marine waters, Jefferson County supports utilizing a range of sewage treatment options,
including community drainfields and centralized sewage treatment systems, subject to State
law.

Analysis: The community drainfield proposed for Beckett Point will remove potential
contamination sources and provide improved protection of the water quality and sensitive
environmental resources in Discovery Bay. The system has been designed to meet
Washington State Department of Health standards for large on-site septic systems and will
include a collection system, septic tanks, dosing tanks, and drainfields.
ENP 5.7 Manage storm water for proposed and existing development in a manner consistent
with Department of Ecology Stormwater Management Manual for Western Washington.
Analysis: A stormwater plan meeting the Department of Ecology Manual standards has been
designed for the drainfield area that includes BMPs for controlling runoff and sedimentation
on the site. During construction of the large on-site system (LOSS) silt fencing will be used
at the down gradient edge of the site to reduce sediment leaving the construction area. All
BMPs will be installed prior to the start of construction on the site.
ENP 5.8 Promote best management practices to protect shorelines in land use regulations
related to septic systems, forest practices, agricultural practices, industry, and other
development.
Analysis: As mentioned above, BMPs will be used in accordance with a Stormwater Site
Plan approved by Jefferson County. BMPs will be installed prior to construction.

Analysis: A geotechnical report has been prepared for this project and submitted for review
by the County.
ENP 9.6 Promote best management practices to minimize landslide risk in land use
regulations related to septic systems, drainage, forest practices, agricultural practices,
industry, and other development.
Analysis: Clearing activities and construction associated with the LOSS at the top of the
slope will be conducted according to recognized BMPs. The proposed design has been
reviewed by a geotechnical engineer to ensure the integrity of the slope will not be
compromised by the project.
ENP 14.4 Promote best management practices to protect wetlands in land use regulations
related to septic systems, drainage, forest practices, agricultural practices, industry, and other
development.
Analysis: All work will occur outside the wetland boundary. The 100' buffer extends
beyond the existing road on most of Beckett Point and collection lines will be installed
within the buffer area. All collection lines are proposed to be located under the existing road
in areas previously disrupted by development. No new buffer impacts will result from the
proposal.

UTP 6.4 In shoreline areas with water quality concerns that are or appear to be related to
problems associated with individual septic systems, Jefferson County supports utilizing a
range of sewage treatment options, including community drainfields and centralized systems,
subject to State law.
Analysis: As stated above, the proposed project is intended to address water quality concerns
related to the presence of old individual on-site systems for the existing homes on Beckett
Point. A community system is proposed to be located outside the shoreline area to protect
the water quality of Discovery Bay.
