I have not had a chance to review the Quilcene Water Project. Looks like it will be Monday before I'll be able to look at it. After looking at the Beckett Point project I'd like it noticed in 7 locations. Because this is a shoreline application it will need to be up for 30 days. Do you have enough signs left over from other projects or do you need to pick up more? You paid for one with the application. Each additional one will be $8.00. When you pick up the signs we can discuss the posting locations. I expect to review them in detail on Friday. I'll be in meetings most of the day on Thursday. Also, I expect to get the Notice of Application for Beckett Point in the Leader for next Wednesday. I'll let you know on Friday how many signs to pick up and where to post them. I submitted a JARPA for the hydraulic permit to you not them, and I was told by the county that we will not be required to cut any trees so we should be OK with the eagle habitat lady. Let me know if you need anything else or did not get the information. I will be mailing a letter to you today but here's the substantive portion of it. "Comments on your project were received from the Department of Fish and Wildlife (WDFW) and the Department of Natural Resources (DNR). I have included copies with this letter. In order to address these comments please do the following: 1) Your project is located in an eagle habitat area. The Dept. of Fish and Wildlife (WDFW) has reviewed your project and is concerned about the trees that will be removed. Please contact Shelly Ament with WDFW. WDFW commented that this is a fish-bearing stream. Contact a wildlife biologist to review the stream crossing that is proposed. Submit an original report from the wildlife biologist addressing the impact the crossing will have on the stream and wildlife habitat area." I also was able to talk with WDFW yesterday and get additional information. The stream feature is actually much larger Although the segment shown on the plan map particular parcel it does flow east under Road, eventually flowing into Quilcene Bay. an undetermined origin in the hills. than the proponent indicated. has been altered on that both Highway 101 and Center It also continues west to There are no barriers to fish passage from Quilcene Bay to the segment indicated on the proponents plan map. The WDFW biologist I spoke with knows of evidence that Coho salmon can and do make it up stream at least as far as the segment on the map. Therefore this water would be considered a Type 3 stream. I reviewed the application from PUD #1 of Jefferson County to install new water lines in Quilcene. The Big Quilcene Bald Eagle Roost complex is located in the vicinity and there is an osprey nest located just south of Highway 101 near town. I understand the proposal is to install the lines in "existing utility corridors". I need to know if any trees 4 will need to be removed for the installation. If so......I would appreciate more specific information regarding the trees proposed for removal. The tree locations, tree species, and diameter at breast height for the trees would be helpful. After receiving this information I can make an informed decision regarding the possible adverse impacts to eagles and determine if a management plan will be required. The Cemetery Drain does contain coho and cutthroat. I spoke with Ross yesterday about this project. Jeff Davis WDFW 33 S- S 5
