REVISED - DRD Meeting 1/12/2006 Attending: Mo-Chi, David, Zoe, Greg,' Stacie, Terry, AI, Cara Issue: Community Freezer, POD - Mo-chi Dead end rd in Coyle, an applicant wants to have a community freezer. It would be a storage unit that could be rented to his neighbors, He may put a sign on his mailbox, but otherwise no advertisement. The applicant is aware of Health Department and insurance issues. Will be charging a "membership fee" & each member will be given a key and can come and go as they please. Decision: This is a commercial use, and the owner lives there. Make sure that the applicant can meet the requirements & criteria for a home business, Issue: Port Ludlow - Resolute Ln - Zoe Today is the last day for an appeal. PLA is still trying to negotiate with Lot 68. Zoe will check with Rob Cook this AM. The application came in March or April of2005. Preferred stormwater management is offsite to drainage ditches. PLA has been unable to get easement for lots 65 & 68. The drainage district said no to the stormwater plan with the pond. DCD' decided to go with the first submitted engineer plan with infiltration on site, PLDD might appeal, claiming that the engineers plan was not properly designed. Dick Regan has been trying to facilitate the issue. The case will go to Superior Court if PLDD appeals. Decision: DCD will not revoke permit. Drainage district hasn't yet approved the permit, and the issue may become a civil action. Issue: Becket Point - Zoe Large on-site drain fields - will need to clear 5 acres, After reviewing with Greg, Zoe may have all the information needed in order to notice it. Zoe wants to make sure that everything is on the right track. Decision: Zoe will include stormwater permit and SEP A review with Notice of Application. DNR will do an FP A, Permit is a conditional administrative with shoreline hearing, utility, stormwater, SEPA, etc. There are no complaints regarding the utility with community drainfield Issue: 80 Dickey St Front Yard Setback - Zoe The applicant has an existing deck. Jim Pearson said Public Works wouldn't interfere with going down to five ft setback. Decision: DRD will allow the administrative reduction of the front yard setback. Issue: Olympic Greens - POD Question - Zoe On the Olympic Greens BSP, in a RRl:5 & RRl:10 zone, a BSP would allow 50-55 sites. The applicant wishes to condominiumize with ownership. Sherry Shold believes this is one parcel, and that the lots can't be sold. Michelle wants to look at the file. Mo-chi advises that the lots can't be sold as individual lots, only leased. Could have specified when doing the BSP, but can't today. 35 { 3 '., Decision: Zoe will advise them to be active in the UGA process, The lots may be in the future urban growth area, with future prospect 4:6. Include them in sewer planning. Issue: BLA - Greg An applicant on the Dosewallips has a 20 acre parcel and an 8 acre parcel and wants to swap the20 for the 8 in order to manage the forest. If the applicant keeps it this way, the road would go up a 45 degree slope, Decision: Yes, but the applicant can't go lower than 8 acres. This may be an omnibus Issue. Issue: Northbay/Southbay - Greg They want to move the setbacks. Jim Pearson said it was ok. There will be a permit process, but they haven't come in to apply yet. Decision: When the application is submitted, DCD will need Jim Pearson's "ok" in writing, Issue: Evans - Stacie Stacie wants to put the Evans PRRD on the Hearing Examiner schedule for March 21 st at 1 :00, Put him on the schedule & she will notice it later. Issue: Wang Pre-application - David In a BLA pre-ap for a SP AAD on Marrowstone, the applicant wishes to move the line to include two existing structures (cabin and a shed). Greg conditioned in previous SPAAD, which was only for lot without the cabin & the shed, that it is only valid with public water. Decision: There will be no swap without public water. When the BLA is done, they need to prove that they have enough soil, that one won't have minimum land area, Would be up to EH at pre application conference to address potable water. Issue: Oil City Rd - FP A? - Terry The applicant has 5 road permits, but no FP A? Decision: Terry will contact DNR to ask about the FP A. Issue: RAPIBLD - rdy - Terry When ready, RAP's and BLD's haven't been signed off together. Decision: When the permit techs take in a RAP, they should be grouped. Issue: Pleasant Harbor - AAR - David After Action Review. David hasn't heard anything further. Comp plan amendment process length may have been an issue for applicant. Al had a meeting with John Fischbach, Sandy & Stacie, with Garth on phone conference. They were told at that time to go through pre - ap and comp plan amendment process. Stacie and Al felt that the conference went well & covered all the issues. Issue: BSP's - discrepancy - David Should be processed as a type III, got listed in fees & code section 8 as type II. 6S 2.- 3 . . Decision: Be aware - in Permit Plan, for one case, BSP is a zoning case type, Issue: SSNW Decision will be issued, and will be judicial. Be aware of estoppel. It is a large part of SSNW case & decision. The next issue will be how to enforce and ensure cleanup is proper. 35 6 3
