PROJECT DESCRIPTION AND REQUIRED PERMITS/STUDIES:
Beckett Point Sanitary Improvements: Construction of a large on-site septic (LOSS) system for the community of
Beckett Point. The residences are currently served by individual on-site septic systems. These systems are old and
their condition and level of treatment is not well known. The proposed project involves abandoning the majority of the
individual on-site septic systems and construction of two new independent community sewage collection and on-site
treatment systems. The proposal will require clearing approximately 5.9 acres of forest in the uplands area. The
clearing activity requires a Class IV General Forest Practices Permit from DNR requiring Stormwater Management and
SEPA review. The Unified Development Code identifies sewer pipelines as minor utilities requiring a Conditional
Administrative Use subject to a Type II process. The Shoreline Master Program identifies utilities as a secondary use
within the Suburban shoreline designation, which requires a Type III process. The permits will be reviewed collectively
under the Type III process. The project will require approvals from the Washington State Department of Health and
Washington State Department of Natural Resources. US Army Corp of Engineers, Washington State Department of
Ecology and Washington Department of Fish & Wildlife will have the opportunity to comment and determine whether
permitting is required through their departments.
COMMENT PERIOD AND WHERE TO VIEW DOCUMENTS:
The application and any studies may be reviewed at the Jefferson County Department of Community Development. All interested
persons are invited to (a) comment on the application; (b) receive notice of and participate in any hearings; and (c) receive a copy of
the decision by submitting such written comment(s)/request(s) to the Jefferson County Department of Community Development,
Development Review Division, 621 Sheridan Street, Port Townsend, WA 98368, (360) 379-4450. Comments concerning this
application should be submitted to the Department by 4:30 p.m. on February 17, 2005. If the last day of the comment period falls on
a weekend or holiday, then the comment period shall be extended to the first working day after the weekend or holiday. Comments
submitted after this date may not be considered in the staff report.
SEPA INFORMATION AND PRELIMINARY DETERMINATION:
The optional DNS process of WAC 197-11-355 is being used. This may be the only opportunity to comment on the environmental
impacts of the proposal. The proposal may include mitigation measures under applicable development regulations, and the project
review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. A copy of the subsequent
threshold (final) determination may be obtained upon request, and will be mailed to any person commenting upon the notice of
application. '

POSTING INSTRUCTIONS
Please post the attached notice on a 2-foot by 3-foot board provided by this department in a conspicuous
location visible to vehicle traffic and pedestrians on or reasonably near the proposed
development by January 18, 2005.
The clear adhesive paper can be put over the notice after you mount it to protect it from the elements.
Additional notice boards may be required where the site does not abut a public road, for a large site that abuts
more than one (1) public road, or the Administrator determines that additional notice boards are necessary to
provide adequate public notice.
Notice boards shall be maintained in good and legible condition by the applicant during the notice period, be in
place at least fifteen (15) calendar days prior to the date of the hearing, and be removed within fifteen (15)
calendar days after the end of the notice period.
Complete the affidavit, have it notarized, and return it to this office within three (3) days of posting. If the
affidavit is not filed as required, any scheduled hearing or date by which the public may comment on the
application will be postponed in order to allow compliance with this notice requirement.
