The following infonnation is needed to continue review of your project. 1) Attached are the comments received for your project Please review them and address them as appropriate. 2) An Assessor's' Plat was started a couple of years ago. Staff will recommend the completion of the Assessor's Plat as part of the conditions of approval. Please provide me with the status of the Assessor's Plat 3) The wetland delineation amendment prepared by Parametrix dated June 17, 2005 addresses only the LOSS (Large On~site Septic) system and not future development This is to advise you and the Beckett Point Fishermen's Club that prior to any future development (examples: new structures or expansions of existing structures) a habitat management plan that addresses the entire wetland and wetland buffer will be required. Please submit the above information to the Department of Community Development by May 30, 2006. Pursuant to Unified Development Code Section 82.3.c and f., if the applicant refuses to submit the additional infonnation or does not request additional time to submit the required infonnation within the ninety (90) calendar day period, the application will be considered abandoned and therefore withdrawn and the applicant shall forfeit the application fee. The Department of Community Development shall not be responsible for notifying the applicant of an impending expiration. The current heron rookery site is located within 1/4 mile of the project, therefore, WDFW recommends that land clearing and grading operations on the lOSS site occur between July 31st and February 15th to avoid impacts to nesting herons. Bald eagles also utilize the forested slope for perching and roosting. WDFW recommends that this project ~ reviewed by Shelly Ament prior to approval. The SEPA checklist references discharging trench water onto the shoreline, as well as, trenching below the ordinary high water mark. All of these activities will require a Hydraulic Project Approval (HPA) from WDFW prior to initiation of work. The applicant should contact Randi Thurston at (360) 895-6123 for more details on HPA requirements. Thank you for the opportunity to comment on this project. We are all well aware of the environmental impact that existing septic systems have on ground water pollution. Not just at Beckett pt but in many other communities in Washington state have these issues. At an estimated cost of $23,000-$27,000 per lease owner this is by no means a small committment from our members, some of which are retiree's on fixed incomes. It would be very easy for many of the existing home owners on septic systems to simply sit back and wait. Instead the association has adopted a very Proactive stance, to work with the County to fix this problem and find a long term solution. You have to admit, it is refreshing to find a community that wants to cooperate rather than resist land use issues. I hope that you will please consider sUPPort for this project. It really is a "Win-Win" situation for the residents of Beckett Pt, Discovery Bay as well as the County. Future housing development on vacant property as well as property value enhancement will benefit both property owners as well as Jefferson County. As people continue to develope property around Discovery Bay I'm sure these issues will surface again in the future. This project will set a good precident od a community working with county officials to develope land use in a responsible manner. I have been a land owner for several years and my septic system needs to be replaced and updated as it is not able to serve my needs.
