Although I have to admit I need to catch up with the current situation with Randy today, I do want to let you know that JCPH will gladly do waivers for repairs if the situation, from a public health standpoint, can be improved without hesitation. My response to Jim is next in this string, although sent before yours arrived. My impression is that we just might be able to use the procedurally nightmarish & so-costly outcome Mr. Marx describes to enlist the big guns of all the relevant State & US entities/agencies & local tribes to consolidate the entire project into one action & do the well-established Consolidated Permit process. This project has went on for how many years??? This had better be a new law. Maybe we should just pull the pin on this one. Let DOH and the County figure it out. They can just continue to gravity flow the Raw Sewage into Discovery Bay. At least the Crabbing will still good. Randal must be a new guy. Is he an Engineer??? He should not be giving out recommendations. Has he ever been to Beckett Point?? At High Tide?? I am sure he has never been out there. He would of not made that (50 Ft from the Water) statement. Mitigation??? If the County has to look at each one on a case by case basis....Our grand Children will not live long enough to finish or should I say start on this project. Besides it makes no sense to upgrade the septic system for the Becket point community then have a bunch of brand new non-compliant tanks put into the ground. Some owners will need to have there plumbing stub outs moved. :z,.~~ 3/28/2006 1 .3 Y , Beckett Pt. situation Page 4 of 4 Ifit is physically impossibly to be 50 feet (<50' road to water for example) then an application for a waiver from state standards is required and we would look at them on a case by case basis. We would only approve the waiver if there is no other way . We also would require some form of mitigation. They asked if I could find out what your concerns were with the location of the grinder pumps, and how we can work around it. In general the pumps were to positioned where ever we could get them to fit. In most cases this would be on the street side, but in some cases it would not. I am not too sure what the concern was. If the concern is that grinder pumps should not be located on a sand bar, we need to know this - as far as I can see the whole area is a sand bar. As to the side of the house, it appears there is water on both sides, see attached picture. I am not sure if this is holding up the shoreline hearing, perhaps we should just have it as an issue for the hearing to address. Jim f-ilffiv 3/28/2006
