SUBJECT: JARP A Application Form - Quimper Water System - Marrowstone Island Water
Line Extension
1. The purpose of this memo is to forward a copy ofa JARPA application for an extension
of 8 inch and less water main on Marrowstone Island.
2. Based on recommendations by Parametrix's (Engineering! Wet Land Biologist), and
Jefferson County DCD, the enclosed JARPA application is only required to go to Jefferson
County DCD and Washington Department ofFish and Wildlife. However, it was
recommended by DCD that the PUD forward the updated JARP A to other agencies on the
JARP A form for informational purposes.
3. Enclosed is a copy of the updated JARP A for your review. If you have any questions
please call Jim Parker at the PUD.

The PUD will be installing 8, 6, 4 and 2 inch PVC water lines in the existing DOT and Jefferson County road
rights-of-way throughout Marrowstone Island. The water lines will be placed either in or behind the ditch or
on the shoulder of the roads. The lines will be covered by a minimum of 36 inches of compacted soil. The
PUD was petitioned to provide water to the island as a result of seawater intrusion problems.

7a, Describe the proposed work that needs aquatic permits: Complete plans and specifications should be provided for IDl work
waterward of the ordinary high water mark or line, including types of equipment to be used, If applying for a shoreline permit,
describe all work within and beyond 200 feet of the ordinary high water mark. If you have provided attached materials to describe
your project, you still must summarize the proposed work here. Attach a separate sheet if additional space is needed.
Work will consist of installing 8, 6, 4 and 2 inch water mains, with accoutrements, in and along the shoulders or ditches
of paved roads and within the bed of gravel roads throughout Marrowstone Island. Following water line installation, work
areas will be returned to preconstruction grade. The proposed project will not directly impact any jurisdictional wetland
or permanently alter the bed, banks, or hydrology of any jurisdictional water. A large portion of the project area is within
200 feet of the marine shoreline. The project will have no adverse impact on shoreline resources.
PREPARATION OF DRAWINGS: See sample drawings and guidance for completing the drawings, ONE SET OF ORIGINAL OR GOOD QUALITY REPRODUCIBLE
DRAWINGS MUST BE A TTACHED. NOTE: Applicants are encouraged to submit photographs of the project site, but these DO NOT substitute for drawings, THE
CORPS OF ENGINEERS AND COAST GUARD REQUIRE DRAWINGS ON 8-1/2 X 11 INCH SHEETS. LARGER DRAWINGS MA Y BE REQUIRED BY OTHER
AGENCIES.
7b. Describe the purpose of the proposed work and why you want or need to perform it at the site. Please explain any specific needs that
have influenced the design.
Marrowstone Island is a sole source aquifer, located in the Olympic rain shadow, which is experiencing
seawater intrusion problems. This coupled with its growing population resulted in WWGMHB directing
Jefferson County to remedy the water quality problems. The County passed a resolution supporting a public
water system. As a result island residents petitioned the PUD to install a public water system, conveying
water from the Quimper Peninsula to the Island. The water system should solve most of the water quality
and resulting health and environmental issues on the island.
7c. Describe the potential impacts to characteristic uses of the water body, These uses may include fish and aquatic life, water quality,
water supply, recreation and aesthetics. Identify proposed actions to avoid, minimize, and mitigate detrimental impacts and provide
proper protection of fish and aquatic life, Identify which guidance documents you have used. Attach a separate sheet if additional
space is needed.
Water system should reduce seawater intrusion problems on the Island. During construction erosion control
plan will be monitored to ensure no impacts to the waters of the state. Position and size of piping has been
designed to minimize environmental impacts.
