I strongly sUpport the POO's application for a shoreline substantial development permit as required for those portions of the pipeline that would be located close to the island's shores. Many of Marrows tone Island's residents have been in need of potable. water for much longer than necessary. There are substantial public health concerns resulting from the lack of access to a public water system, ranging from stress to exacerbation of medical conditions, that are very worrisome to m.e. The Washington State Parks Department has recognized the seriousness of the issue by posting a warning sign on its water tap at Mystery Bay State Park. Many island residents have to bring potable water to their homes from many miles away, making extraordinary sacrifices of time and monetary resources to obtain adequate potable water to remain in their homes. Value of affected homes are so severely reduced that retired homeowners who were depending on the investment value of their property cannot afford to relocate, even if they develop health problems so serious that they should be much closer to healthcare resources. Granting the necessary shoreline permit to allow construction of the water system to proceed is one small step toward granting the affected homeowners reasonable access to potable water, one of the most basic of human needs. I strongly urge that you approve the POO's application to bring water to those who so desperately need it. smcQ /1.d JIM tt~~- .
