Box Port Townsend, W A Dear Mr. Scalf At the July Ludlow Maintenance Commission (the LMC) Trustees' meeting there was considerable member input with respect to County requirements which will impact any Beach Club expansion. Several statements from one member, a local builder, and others were contradictory with other opinions. As Chainnan of the LMC Government Affairs Committee I would appreciate your clarification on this subject for my August report to the LMC Trustees. Note: The existing Beach Club building dates back 28 years with several additions and improvements over the years. The Club has indoor and outdoor swimming pools. I would very much appreciate your response to the following comments and questions. 1. That any commercial (Beach Club) single expansion exceeding 25% of the existing facility will require that all facets of the existing facility be brought up to current County codes. Some upgrades cited were the replacement of all existing wall board (fire retardant),plumbing and electrical. Further examples cited were existing foundations and footings not meeting current codes. Rebuttal to this: The Beach Club is in compliance with all codes. Grandfathered. 2. Any building permit for expansion is good for one year with a one-year extension and construction started within this period is Grand Fathered to All County codes and other County requirements (from the date of Permit issue). Would State or Federal regulation changes affect this? E.g. shoreline setbacks. 3. The County will not issue a building permit without a Computer Assisted Design (CAD) for all plan aspects. Rebuttal was that a CAD is not required. An architectural plan with a Washington State Engineer's structural design is sufficient.
