Re: Resort Plan Review
Dear Messrs. McCarry and Dorsey,
The purpose of this letter is a follow-up to our meeting of December 4,2002 regarding what action(s)
Jefferson County will require to initiate Resort Plan review for the resort at Port Ludlow.
Staff members with whom you meet have reviewed and discussed the provisions of Section 3.90 Resort
Development of the Port Ludlow Master Planned Resort Code (MPR Code - County Ordinance No. 08-
1004-99).
Under Land Use Application Procedures Ordinance (# 04-0828-98) Section 6 (D): Types of Land Use
Applications - Other Applications, Jefferson County has determined that review of the resort plan will be a
Type A (Administrative Decision) land use application.
As provided in MPR Code, Section 3.902 & 3.904, to initiate review of the resort plan, the following will
need to be submitted: (I) a Resort Plan Development Application (which could consist of a detailed
application letter), in which you are able to include a plat amendment element; (2) a detailed site plan
consisting of architectural drawings and architectural sketches or drawings showing approximate
elevations, sections, and floor plans (to ensure project-level detail review). The next steps in the process
would be: (3) a public scoping meeting (scoping is the fIrst step in the EIS process) to narrow the focus of
the EIS to signifIcant environmental issues, to eliminate insignifIcant impacts from detailed study, and to
identify alternatives to be analyzed in the EIS); (4) preparation of a detailed draft environmental impact
statement (either a Supplemental EIS or a new stand-alone EIS) per Part Four-Environmental Impact
Statements (WAC 197-11-400 of the SEPA Rules) and the requirements of Section 3.904 of the MPR
Code, including (5) issuing the draft EIS for review and comment; (6) preparing the [mal EIS; (7) issuing
the fInal EIS; and (8) issuing approval of the resort development plan. The complete EIS that evaluates
potential environmental impacts associated with Resort Plan development application per Section 3.904 of
the MPR Code shall be comprised of the Marina Expansion SEIS and the EIS to be completed, as described
abovnThe new EIS will provide a cumulative impacts analysis nexus with the Marina expansion SEIS.
