The Biden Agenda Continues to Usher in a Manufacturing Boom and Rebuild Our Supply Chains * This week, President Biden traveled to Phoenix, Arizona to discuss the American manufacturing boom at the home of the latest example, TSMC’s semiconductor manufacturing facility. * TSMC announced a plan to build a second facility in Phoenix that will increase their investment in the state to $40 billion – one of the largest foreign direct investments in U.S. history. * They will produce some of the most advanced, leading-edge chips in the world for top tech companies like Apple. To mark the importance of these announcements, Apple CEO Tim Cook, Micron CEO Sanjay Mehrotra, and other business leaders joined the event. * This investment like countless others will create good-paying manufacturing and construction jobs while rebuilding our supply chains here at home, and is possible thanks to the President’s economic plan – including the CHIPS and Science Act, and his commitment to addressing the economic and national security concerns of not producing lead-edge semiconductors in the U.S. * As the President discussed, these investments also boost entire communities and states, creating opportunity for small business owners, construction workers, engineers, and more, with jobs people can raise a family on. Ensuring that workers and their families enjoy the retirement security they earned through a lifetime of work is a central part of President Biden’s economic plan. President Biden is building the economy from the bottom up and middle out, including helping to ensure a dignified retirement for all American workers and their families. The Council on Environmental Quality’s (CEQ) Federal Building Performance Standard requires agencies to cut energy use and electrify equipment and appliances to achieve zero scope 1 emissions in 30 percent of their buildings by square footage by 2030. To reach that mark, agencies will be buying American-made products such as heat pumps, electric water heaters, and other energy efficiency and building system technologies supported by the Inflation Reduction Act. And what I’m most excited about is people are starting to feel a sense of optimism as they see the impact of the achievements in their own lives. It’s going to accelerate in months ahead, and it’s part of the broad story about the economy we’re building that works for everyone: one of the grow- — one that grows from the bottom up and the middle out, that positions Americans to win the economic competition of the 21st century. When we grow it that way, the poor have a shot, the middle class do well, and the wealthy do very well. Investing in evidence-based community violence interventions (CVI) to reduce gun violence is a key pillar of President Biden’s comprehensive strategy to prevent and respond to gun crime. Mayors, law enforcement leaders, CVI experts, and representatives from more than a dozen philanthropic institutions participated in the meeting to discuss the work of the collaborative and the Administration’s continuing commitment to this work. Federal officials reaffirmed that the Administration will continue its commitment to community violence interventions as a cornerstone of the President’s strategy to reduce gun crime and make our communities safer. Through the Bipartisan Safer Communities Act and last year’s omnibus budget, President Biden secured the first-ever federal funding stream dedicated solely to community violence interventions. Because CVI programs need more resources to do their work, this Administration continues to call for Congress to provide $5 billion over 10 years for community violence interventions. The meetings were chaired by Senior Administration Officials and focused on how state legislators can advance critical policies in their upcoming legislative sessions – including lowering costs and expanding access to health care and housing; building a cleaner, more sustainable America; preventing gun violence and supporting criminal justice reform; strengthening our democracy; and pursuing freedom for all, including civil rights, reproductive rights, gender equity, and LGBTQI+ equality. The participants also discussed the onslaught of unprecedented, backwards policies being propagated by state Republican elected officials, including attacks against women’s reproductive rights, attempts to restrict access to the polls, and attacks on LGBTQI+ Americans. Survivors of toxic-exposed-Veterans—and Veterans who served in specific countries in Africa, the Middle East and Southwest Asia—are also potentially eligible. During the week of December 10 to 17 — the “PACT Act Week of Action” —more than 90 VA facilities around the country will be holding in-person town halls to provide information on what this historic law could mean for Veterans and their family members. There will be at least one event in all 50 states, as well as in Puerto Rico and the District of Columbia. We at VA want all eligible Veterans and survivors to apply for their PACT Act-related health care and benefits now. Biden-Harris Administration Launches First-of-its-Kind National Data Dashboard for Non-Fatal Overdoses This week, the White House Office of National Drug Control Policy (ONDCP), in partnership with the National Highway Traffic Safety Administration (NHTSA), launched a first-of-its-kind national data dashboard of non-fatal opioid overdoses across the country. At a time when a non-fatal overdose is a leading predictor for a future fatal overdose, widespread access to this data will help first responders on the frontlines of the overdose epidemic target life-saving interventions such as the overdose-reversal medication naloxone. The Biden Administration’s National Drug Control Strategy <https://whitehouse.us10.list-manage.com/track/click?u=f620288bb41dd81f9c715ef4d&id=5f1df47323&e=1b00b68fe6> calls for developing and strengthening the nation’s data systems to reach people at-risk of an overdose, and expand access to treatment for substance use disorder and high-impact harm reduction interventions like naloxone. The Biden Administration’s Nonfatal Opioid Overdose Dashboard launched this week advances this goal and provides unprecedented access to information for understanding and responding to the opioid overdose epidemic. Technical Background on Data Collection: The ONDCP Nonfatal Opioid Overdose Dashboard is informed by a derivation of clinical and patient characteristics within the National EMS Information System (NEMSIS) maintained by NHTSA. The NEMSIS data consist of electronic patient care records completed by nearly 95 percent of all EMS agencies nationwide. The Dashboard allows for comparisons of jurisdiction and of county level data to national averages in four categories: population rate of nonfatal opioid overdose in a community, average number of naloxone administrations per patient, average EMS time in transit to reach an overdose patient, and the percent of nonfatal opioid overdose patients who are not transported to a medical facility for further treatment. The Dashboard also features the jurisdictions and counties with highest rates of nonfatal overdoses in the prior rolling 12-month and 28-day periods. On November 10, 2022, the FCC released a Notice of Funding Opportunity (NOFO) for the ACP Outreach Grant Program. This ACP Outreach Grant Program NOFO provides up to $60 million for the National Competitive Outreach Program (NCOP) and a minimum of $10 million for the Tribal Competitive Outreach Program (TCOP). The goal of the ACP Outreach Grant Program is to facilitate the promotion of the ACP and increase awareness of and participation in the ACP among eligible households. The Federal Communications Commission Publishes Draft Broadband Availability Map The Federal Communications Commission (FCC) announced the publication of a first draft of the National Broadband Map <https://whitehouse.us10.list-manage.com/track/click?u=f620288bb41dd81f9c715ef4d&i d=3a404cc04b&e=1b00b68fe6> showing fixed and mobile broadband availability data submitted by internet service providers through the Commission’s Broadband Data Collection (BDC). The new National Broadband Map displays location-level information and is the most comprehensive, granular, and standardized data the Commission has ever made available on broadband availability. The broadband availability data displayed on the map reflects services available as of June 30, 2022. Unlike previous FCC broadband availability maps, consumers, state, local, and Tribal governments, service providers, and other entities can now dispute the data submitted by providers and contribute to an ongoing effort to improve the accuracy of the map. Stakeholders can now file challenges to the fixed and mobile broadband availability data shown. The application is available as of November 1, 2022, and will remain open until January 6, 2023, at 5:00 p.m. ET. This week, Rose Vela, Director of the President’s Commission on White House Fellows, announced the opening of the application season for the 2023-2024 White House Fellowship year: “This uniquely non-partisan program has a distinguished legacy that reaches back more than half a century, and we hope that Americans with a passion for leadership and public service will take a look at the website, examine the criteria, and consider applying – or urge others to consider applying.” The 2023-2024 White House Fellowship program year will begin in August 2023, and conclude in August 2024. All applicants must be United States citizens, and must have completed their undergraduate education. With the exception of active duty military personnel, Federal Government employees are not eligible to apply.
