VSP is an alternative to regulation under Washington State's Growth Management Act (GMA). The GMA was adopted to address ways to accommodate urban and rural growth. The GMA requires counties to complete comprehensive plans and set development regulations to guide future growth, but has not been applied to agriculture. Recent court cases resolved to apply GMA to agriculture, and the VSP is an alternative solution created to protect critical areas while maintaining agricultural viability without resorting to regulations.
