Do not open attachments or click on links if you are not expecting them. ________________________________ Neighbors, I’m passing along Dean’s report from his conversations with people close to these projects yesterday. Thank you Dean! Steve Dittmar 206.619.6822 From: Dean Crawford <crawforddean@rocketmail.com> Sent: Tuesday, December 6, 2022 6:35 PM To: swdittmar@gmail.com Subject: Shine Road / Closure Steve, Thank you and the others involved for all your efforts. Feel free to share. None of this is official and should be considered rumblings I have picked up by putting my ear to the track. Hopefully County leadership will be in the loop and share what they find out about WSDOTS progress on these subject matters, including the coordination of County work responsibilities related to existing road conditions, both temporary emergency work and that which is permanent in nature including any speed deterrents, or signage to support public safety. For those of you wanting to see noise reduction by the elimination of compression brakes on 104 it is my understanding that WSDOT has no problem with this but only if they receive official support in writing from county officials. That simply means go on record by calling your county commissioners and request it. The same goes for sound barrier walls that negatively impact residential areas next to state highways. Some possible good news regarding the round about project and the possibilities of county coordination does exist but only because WSDOT short staffing have kept the project from going to bid. First the bad news. There will be week end total closures of the Hoods Canal Bridge for Center Lock work. (These are the components that hold the two floating half’s together) Current system is failing and it is imperative that this work is completed before next winter’s storm season. It appears that estimate is 4 successive week ends. (Rough estimate of 9 working days.) As the Roundabout Contract has not bet let out to bid yet, (Apx. March 6th for about 3 weeks.) WSDOT hopes to include in the verbiage to that contract, the coordination some of those closures to coincide with at least some of the East end closures of Shine Road necessary to develop portions of the roundabout with the center lock weekend project closures. Stock up…. Here we go again. WSDOT is working hard with limited staff, due to high retirement rates, to develop a strategic plan that, if included in contract verbiage possibly would include lowering speed limits on HWY 104 between the bridge and the Fire station. They are also considering “Posted auto ticketing” on Hwy 104 to support public safety at least during the construction period as has been done in other construction zones in the state. WSDOT does recognize that left turns from the West end of Shine Rd. going West on 104 and left turns from Teal Lake road going East to the bridge on 104 pose a real problem due to current speeds and the blind corner on HWY 104 just East of those intersections and is considering additional mitigation of the problem as part of the total strategic traffic plan they hope to pull together before going out to bid. Nothing firm on restriping, widening, or traffic lighting at Teal Lake & W Shine rd. is as I understand it, is being considered at this time. In closing there may also be some hope that (Olympic Radio,) WSDOT’s communication tool that informs the general public of construction and traffic flow problems throughout the state, could affect the Google alternative route distinction on their mapping tool routing by noting Shine road will be closed as an alternate route at least during the Center Lock Construction weekend periods. Long range it is a county issue. Stay safe and stay involved, your voices need to be heard and there are a lot of good ideas floating around the neighborhood. If you want to win the tug of war game, you all have to grab the rope and pull the same direction. Or we all will get drug through the mud.
