to Marcia’s question. Monte indicates below that Shine and Paradise Bay Roads will be closed during construction of the roundabout. I’ll work to bring back answers about what kind of
traffic control might be at the Shine/Teal Lake intersection to make sure folks can get out.

No resources (money) to shore up road. It’s a 40 foot drop down to the beach. The county has about $275,000 per year in local funds to use for projects throughout the entire county.
That being said, we are working with FEMA on a small repair to shift the road over a few feet at the worst spot on Shine road. Projects funded by FEMA take years to implement. The
person working on this project in our office has about 5 other projects he is working on also, and he has no control over the pace at which FEMA works.
Speed limit was reduced to 25 mph through a lengthy process about 3 or 4 years ago.
Attached (below) is the article that discusses the WSDOT roundabout project. They plan to close the east end of Shine Rd during construction, which should effectively eliminate cut
through traffic during construction. Otherwise, there is no legal way to prevent people from driving on a public road. You cannot post (much less enforce) a “locals only” statute
on a public road.

Thank you, Steve and Dean, for taking these concerns to the County Commissioners. I especially appreciate that you reached out to your neighbors for input and presented the issues in
a civil manner and appropriate venue so that you are likely to be heard. I don’t live on the road, but I do walk it with my family and experience the ocassional speeding cars that
seem to be both Shiners and others.
Did you run across any information on what mitigation for Shine is planned during the roundabout construction? I bet that there is a plan already. Having served on a small town council
during a major state highway revision that ran right thru the middle of town, there’s no way to keep everything running as usual during the project. My experience was that the project
managers listened to concerns and did what was possible to keep traffic flowing.

Dean and I attended the meeting Monday morning which was basically a review of the county budget for the commissioners and included a public comment period at the end. Dean and I were
spoke during the “public” comment period.
With the email summary I submitted and from our comments at the meeting the commissioners are now aware that we have some important safety issues that we want worked on here on Shine
Road. No specific action(s) were taken/initiated in the meeting.
I currently have a call into our commissioner for our area, Greg Brotherton, to talk through our concerns and discuss the best way to navigate our path forward on these issues:
1. Safety on Shine Road
- Shutting down Shine Rd as a bypass when the bridge is closed to traffic
- Controlling speeding on Shine Rd for safety of walkers (speed bumps, traps, other ideas?)
2. Safety at intersection of west end of Shine and 104 turning left when traffic is stopped (adding “Do Not Block” signs and stripping on 104)
3. Signs on SR104 to shut down truck compression brakes from South Point Rd to the Bridge
4. Left turn lanes on SR104 at Shine/Teal/104 intersection (it may just be restriping 104 IF the shoulders were built like the mainline)
5. On the issue of Shine Rd slide repairs, if I get to the right person, I’ll try to confirm what their current plans are and let you know what our options appear to be 😊
6. If I missed something that fits with these issues, speak up 😊
