OUTLINE of Purpose and Intent ofthis afternoon's scoping meeting.
1 sl - Jefferson County determined during creation of the Port Ludlow Master Planned Resort that
further "Resort Development" at the Port Ludlow Resort Complex will require an Environmental
Impact Statement.
A project level Supplemental Environmental Impact Statement (SEIS) is required before issuance
of building permits for any new resort development.
Environmental review of the Resort Plan shall not be piecemealed or broken into small segments,
The applicant may choose to develop a new Environmental Impact Statement rather than a
Supplemental EIS.
2nd - The purpose of this afternoons scooping meeting is to invite the public to comment and to
promote public participation in determining the range of proposed alternatives ("the proposal","
the no-action alternative" and "other reasonable alternatives"), mitigation measures and probable
significant adverse environmental impacts to be discussed in the environmental impact statement.
The Port Ludlow Master Planned Resort Ordinance (ordinance # 08-10-1004-99) establishes that
"the scope of the SEIS or EIS shall include, but not be limited to, the following elements:
A. Earth, including grading, erosion control, and dredging;
B. Water, including runoff and water quality issues, including those associated with
marina expansion, and public water supply;
C, Plants and Animals, including impacts on fish and wildlife mitigation and
threatened or endangered species;
D, Land and Shoreline Use, including relationship to existing land use plans and
estimated population, housing, light and glare, aesthetics, noise with respect to
potential amphitheater uses, recreation, and historic and cultural preservation;
E. Transportation, including trip generation, traffic congestion, traffic systems,
vehicle and pedestrian hazards, parking and spill-over parking; and
F, Public services and utilities, including water, storm water, sewer, and fire (as
may be related to building heights in excess of 35 feet),
3rd - Because an EIS is required to analysis significant impacts only, scoping is intended to
identify and narrow the EIS to the significant issues,

4th - It is not a meeting to identify who is against or who is for any of the alternatives but rather
an opportunity for the community to help identify impacts that need to be analyzed in the
Environmental Impact Statement.
5th - A draft EIS will likely be available later this year, When the Department of Community
Development is satisfied with the content of the draft EIS, the draft EIS is issued and circulated
for review. The County will give public notice, and can send a notice of availability or a copy of
the draft EIS to anyone that has expressed an interest in the proposal.
6th - A 30-day comment period is required on the draft EIS. Reviewers than have the opportunity
to comment on the accuracy and completeness of the environmental analysis, the methodology
used in the analysis, and the need for additional information and/or mitigation measures, so that
improvements to the EIS can be made before it is fmalized,
7th - Comments provided at this scoping meeting are being recorded, Those of you who wish to
provide public comment on issues, which need to be addressed in the EIS, are asked to sign-up on
the speakers list so that you may have an opportunity to comment.
8th - I ask that your comments be made within a 3-minute period so that everyone will have a
chance to speak. Special interest groups, associations or those representing others are encouraged
to designate a spokesperson for public comments to allow greater participation and cross
representation. Time will be made available at the end of the meeting so that additional comments
can be made. Also, please refrain from reiterating those concerns, which have been previously
identified.
9th - Your comments and information obtained this afternoon will be used by the Department of
Community Development in evaluating the resort plan application in accordance with the State
Environmental Policy Act, the Growth Management Act and the Port Ludlow Master Planned
Resort Ordinance.
10th - Written comments will be accepted until 4:30 P,M" August 1,2003, by submitting
such as indicated in the scoping notice, Testimony provided this afternoon and written comments
will also be made available to the land use-consulting firm who will prepare the EIS under the
supervision of the county,

PROJECT DESCRIPTION AND PLAN PERMITS/STUDIES
Environmental and Resort Plan Review of the Port Ludlow Resort Development Plan
under Section 3.90 of the Port Ludlow Master Planned Resort Ordinance. A project level
Supplemental Environmental Impact Statement (SEIS) analyzing the Resort Plan is
required by the Port Ludlow Master Planned Resort Ordinance. The scale of the resort
development plan has been revised from that described in the Port Ludlow Master
Planned Resort Ordinance. Prior to defining the scope of the EIS, a Public Scoping
Meeting will be held,
PUBLIC COMMENT PERIOD AND WHERE TO VIEW DOCUMENTS:
The application and any studies may be reviewed at the Jefferson County Department of
Community Development. All interested persons are invited to (a) comment on the
application; (b) receive notice of and participate in any meetings or hearings; and (c)
receive a copy of the decision by submitting such written comment(s)/request(s) to the
Jefferson County Department of Community Development, Development Review
Division, 621 Sheridan Street, Port Townsend, WA 98368, (360) 379-4450. Comments
concerning this application should be submitted to the Department by 4:30 p.m. on
August 1, 2003. If the last day of the comment period falls on a weekend or holiday,
then the comment period shall be extended to the first working day after the weekend or
holiday. Comments submitted after this date may not be considered in the staff report.
SEPA INFORMATION:
A project level Supplemental Environmental Impact Statement (SEIS) analyzing the
Resort Plan is required under Section 3.904, Environmental Review for Resort Plan
Development, of the Port Ludlow Master Planned Resort Ordinance (ordinance # 08-10-
1004-99). A Public Scoping Meeting will be held on July 16, 2003, from 1:00 P.M. to
3:00 p.m. at the Port Ludlow Beach Club, 121 Marine Drive, Port Ludlow. Public and
Agency comments are requested on or before the end of the 30-day comment period,
which ends on August 1, 2003.
