A project level Supplemental Environmental Impact Statement (SEIS) is required before issuance of building permits for any new resort development. Environmental review of the Resort Plan shall not be piecemealed or broken into small segments. The applicant may choose to develop a new Environmental Impact Statement rather than a Supplemental EIS. 2nd - The purpose of thisaftemoons scooping meeting is to invite the public to comment and to promote public participation in determining the range of proposed alternatives ("the proposal"," the no-action alternative" and "other reasonable alternatives"), mitigation measures and probab~ significant adverse environmental impacts to be discussed in the environmental impact stattment. The Port Ludlow Master Planned Resort Ordinance (ordinance # 08-10-1004-99) establishes that "the scope of the SEIS or EIS shall include, but not be limited to, the following elements: A.
