". /!!J Al Scalf, Director Department of Community Development 621 Sheridan St. Port Townsend, W A 98368 RE: Port Ludlow Development Impact Monitoring JEFFERSON COUNTY DEPt OF COMMUNITY DEVELOPMENT Dear AI: As you know, Port Ludlow sub-division approvals subsequent to the 1993 Environmental Impact Statement contain conditions related to monitoring of several potential development impacts. Port Ludlow Associates is required to conduct annual monitoring of these impacts. The report submitted to Jefferson County in March 2003 represents the ninth year of such monitoring. In recent years, our consultants have recommended modifications to certain monitoring elements in response to their findings. We feel that it is appropriate to modify the scope of monitoring accordingly to make the findings more meaningful and cost effective. Therefore, we would like you to consider the following changes. Traffic - The conclusions of the traffic monitoring have remained essentially the same since the inception ofthe program. As noted in the "Conclusions" ofthe 2002 report, our consultant, Geralyn Reinart, P.E., recommends that the monitoring ''be scaled back to a less frequent interval such as every other year or every third year". Non-point Monitoring - Certain elements of this program aren't producing meaningful results;The consultant, Aquatic Research, Inc., recommends the following modifications. 1) Continue the ambient monitoring program on its current schedule. Standard deviations for flow and fecal coliform are much higher than the means. If the number of samples is reduced it could result in apparent changes in water quality that are the result of small sample size. 2) Eliminate sediment sampling, as all metals were greater than an order of magnitude below WSDOE sediment standards at all stations for four sampling events since 1995. No pesticides have been detected in golf course samples. Elevated copper concentrations on the golf course do not affect Golf Course Creek, indicating that copper applied to the course is retained there. Nutrients are more of an issue in the summer than when the storm events are monitored. If nutrients remain a concern they could be added to the ambient monitoring program at the beginning and end of summer.
