Mr. Al Scalf, Director

of Coimnuni ty Developnent
Dear Al,
The Port Ludlow Village Council has 8ubnitted a statement regarding the
scoping of the Environmental Impact Statement for the MPR-RC/CF Zone in the Port
Ludlow MPR. I wanted to call your attention personally to three questions raised
in the summary of our statement that are not strictly related to scoping of the
EIS.
( 1) Can the lot designations stipulated in the 1993 approved plan for the
Ludlow Bay Village developnent be changed without further County approval?
(2) Are certain of the platted lots in Ludlow Bay Village that lie
partially within the lagoon actually buildable lots? If buildable, is
permission required from the Department of Ecology, Fish and Wildlife, or
other responsible environmental agencies?
( 3) Can the Port Ludlow conmuni ty be assured that Jefferson County will
fi.nally enforce the conditions that were set down in the 1993 Shoreline
Substantial Developnent permit and will the County monitor and insist on
compliance with any new conditions imposed upon the current proposal?
We would very much appreciate it if your Department could research these
questions and provide us with timely answers. They are of vi tal concern to us
as we address the proposal for the final build-out of the MPR-RC/CF' Zone.
We will look forward to your answers.

Building permit for Inn at Port Ludlow
From:
Date:
Re:
I have reviewed the material submitted by Linda Mueller of Pope
Resources on February 8, 1994 with regard to compliance with the
conditions of Shoreline Permit SDP91-17. It is my administrative
determination that Pope Resources has demonstrated compliance with
the permit conditions as they apply to construction of the proposed
Inn at Port Ludlow, itself. .
You may therefore issue the referenced building permit.
I note that this determination only applies to those conditions of
the shoreline permit as they apply to the construction of the Inn.
It does not apply to the conditions which must be satisfied prior
to occupancy of the Inn or to final approval of the Plat of the Inn
at Port Ludlow.

Re: "The Inn at Ludlow Bay," Final Plat Application LP-02-91
Dear Mr. Smith:
Submitted herewith are five copies of the final plat, one copy of the survey calculations, and
five sets of support documents for your use in reviewing this project for final plat approval.
Once staff has had an opportunity to complete its review, we will provide the mylar for
signatures.
To facilitate the review process, I have prepared brief comments and exhibits as
documentation in response to (a) the Shoreline Permit, (b) Preliminary Plat Conditions, (c)
mitigations for the "Inn" Project EIS, (d) mitigations for the Programmatic EIS, and (e) BCC
Findings and Conclusions 9/13/93 Relative to School and Fire Issues. Since there is
considerable overlap and repetition in the required mitigations/conditions, responses are
cross referenced. Hopefully these comments will serve as a "road map" in helping you find
what you need to recommend approval of this project.
The foregoing should complete the requirement for final plat submittal. Prior to recording,
we will submit the updated title certificate, the final CCRs, and payment of any additional
fees for inspections and processing billed by the County. If you need clarification on any
of these items, please give me a call. Thank you for your assistance with this submittal.
_. Sincerely,
Linda Mueller

COMPLIANCE
The Plan has been approved by the
Jefferson County Public Works
Department on 9/13/93. The Plan
provides partial compliance with
SDP conditions 1, 2, 3, 4, 5, 10, 17,
18, 19, & 47.
The Plan was approved by the Public
Works Department on 10/5/93.
Timing of various components of
construction may vary somewhat
depending on weather and site
conditions. Daily site inspection and
continuing coordination with Public
Works will determine appropriate
timing of construction.
In addition to notation of
undisturbed vegetation shown on the
Landscape Plan, the areas are
delineated on-site with survey tape
and/ or silt fencing as indicating of
"limits of grading."
Grading stockpiles and staging areas
are noted on the erosion control
plan.
Dredge material is suitable for fill,
but not for road construction.
Material will be distributed on site in
accordance with the grading,
sedimentation, and erosion control
plans. Excess material will be taken
off site to Thorndyke fill area.
Landscape Plan prepared by The
Berger Partnership responds to
Shoreline Conditions 3, 6, 7, 13, 21,
