ORDINANCE NO. 06-041S-Q6
WHEREAS, Animal Services for Jefferson County has been experiencing reductions in
contributions to it from the County's general fund; and,
WHEREAS, initiatives passed by the people of the state in recent years have reduced or
eliminated revenue sources previously relied upon to pay for such non-mandated services and
programs as Animal Services; and,
WHEREAS, in order to assure the continuation of this program Jefferson County
recognizes the need to raise fees and fines to pay for the operations and maintenance of Animal
Services' programs and infrastructure; and,
WHEREAS, it is in the best interest of Jefferson County that the fees and penalties be
raised to supplement the monies available to the operations and maintenance of Animal
Services' programs; and,
WHEREAS, raising fees will allow the citizens of Jefferson County to continue to have
this valuable service.
NOW, THEREFORE BE IT ORDAINED by the County Commissioners of Jefferson
County that the Animal Services Fees are hereby amended as follows:
SECTION 1 - PURPOSE AND SCOPE: The purpose of this ordinance is to amend or repeal
and replace fee schedules for the Animal Services a Department of the Jefferson County
Sheriffs Office.
SECTION 2 - FEE SCHEDULES: The following fee schedules are to be amended as follows.

SECTION 3 - REPEALER: This Ordinance repeals and replaces only those portions of
Ordinance No. 11-1115-99 and Ordinance No. 05-0419-04 that deal with the Animal Services
fees identified in this ordinance.
SECTION 4 - SEVERABILITY: If any section; subsection, or sentence, clause, phrase, or figure
of this Ordinance or its application to any person or circumstance is held invalid, the remainder
of the ordinance or the application to other persons or circumstances shall not be affected.
SECTION 5 - EFFECTIVE DATE: This Ordinance shall become effective on May 1, 2006.

NOTICE IS HEREBY GIVEN that a public hearing is scheduled by the Jefferson County Board
of Commissioners for MONDAY, April 17, 2006 at 10:05 a.m. in the Commissioners' Chamber,
County Courthouse, 1820 Jefferson Street, Port Townsend, WA 98368.
This public hearing has been scheduled for the Commissioners to take comments for and
against a proposed ordinance to set fees for the Animal Services Department as provided below.
