Re: Update on Resort Development
Dear Carol:
This letter is intended to update the Council on issues relating to the resort development. Currently the
draft supplemental Environmental Impact Statement (DSEIS) for the future resort development is
progressing to its final stages. Although, an issuance date has not been set, the FSEIS is anticipated to
be publicly available in approximately two months. This document is intended to fulfill the
requirements of Section 3.904 of the Development Agreement between Jefferson County and Port
Ludlow Associates.
When the FSEIS is issued, the County will then proceed to process various proposals to a decision
point. A major revision to the resort plan has been applied for, as well as, a plat alteration and two
shoreline permits; one shoreline permit for the resort redevelopment and one shoreline permit for the
marina expansion. All these applications require public notice, public comment period, and a public
hearing before our Hearing Examiner.
Currently there are no pending building permits within the plat of Ludlow Bay Village. Should any
applications be submitted, they will be processed for compliance with applicable local and State
requirements including a new shoreline permit for any development activities within the
shoreline jurisdiction.
Finally, the Community Development staff and Faith Lumsden will be meeting with the Department of
Ecology staff on September 23, 2004 in Olympia to discuss many aspects of the final plat of Ludlow
Bay Village including the significance of the lagoon pond.
