Dear Sirs:
The Board of the Port Ludlow Village Council (pL VC) has authorized me to respond to
the letter written to me on August 10,2004 by Al Scalf of the Jefferson County
Community Development Department.
In that letter, Mr. Scalf requested that PL VC ''write to the County Commissioners to ask
that the Commission delay filing any Declaratory Judgment lawsuit so that less disruptive
methods can be used to achieve a resolution that is satisfactory to all parties" in regard to
development around the lagoon in Port Ludlow.
The PL VC has absolutely no desire to have Jefferson County proceed with any action in a
court of law in regard to the Port Ludlow lagoon if the legal issues involved can be settled
amicably.. All the PLVC has ever sought is for Jefferson County to follow Washington
State and federal laws and insist that the developer, Port Ludlow Associates, also follow
the law.
To that end, we are encouraged by the prospective meeting on September 23,2004
between the Washington State Department of Ecology and Jefferson County officials. It is
our hope that this meeting will result in a solution that is in accord with existing law and
that all parties will follow any ruling that results from this meeting.
