Dear David:
I understand that Les Powers has asked or will ask Jefferson County to make administrative
interpretations relating to the development proposals of Port Ludlow Associates LLC. I object to the
making of any administrative interpretations upon the applications of persons other than PLA for a project
for which PLA has pending permit applications and believe it would not be sanctioned by Washington
law, based on SEP A requirements, lack of ripeness, lack of standing, administrative economy, due
process and fundamental fairness, and otherwise. I would be happy to provide a detailed analysis of the
issue, if you like. Please let me know if you would like me to do so. Thanks very much for your
