Dear Mr. Scalf & Ms. Farfan,
I would like to comment on the plat revision submitted for Ludlow Bay Village, by Port
Ludlow Associates LLC. I reside at 10 Heron Road, in Ludlow Bay Village. My biggest
concern is the density, now proposed by PLA.
It is my understanding that Jefferson County approved a total of 58 units for Ludlow Bay
Village, in 1993. It is also my understanding that Jefferson County turned down a subsequent
request by PLA, to increase the number of units from the original total of 58, approved in
1993, because of density. The county has already ruled on the density issue. Why does PLA
continue to keep revisiting the density issue? PLA now proposes to add 62 additional units,
to the existing 25 units, for a total of 87 units in Ludlow Bay Village. Density is still the
issue. PLA's proposed increase in density is unacceptable.
Further, increased density will also create traffic problems that the current roads and
parking, simply, cannot accommodate. The roads, as they currently exist, already present a
few challenges for delivery and emergency vehicles. Any increase in density, will simply
make a poor situation, far, far, worse. If a fire were to occur in the future, the consequences
could be catastrophic for both the townhomes, and the inn. We experienced a grass fire, this
summer, out by Burner Point. Luckily, the fire was safely extinguished. But at that time, the
fire marshal expressed great concern with access. For this reason, I would not like to see
separate entrances for the inn and the townhomes. There should be multiple accesses for the
inn and the townhomes, for safety reasons.
I strongly urge you to deny PLA's request to increase the density of Ludlow Bay Village. If
anything, the previously approved total of 58 approved units, should be reduced by the
number of "unbuildable lots", as designated by the Jefferson County Assessor.
