Section 5.5, Increase minimum'bond
NOTICE IS HEREBY GIVEN that the Jefferson County Board of
Commissioners will conduct a public hearing at the hour of 11:00 a.m., on
Monday, January 28, 1980, in the Commissioners' Chamber, Jef~erson County
Courthouse, Port Townsend , Washington, for f.hepu,r.pdse b.f obtaining cotn~

as follows:

AN ORDINANCE establishing
definitions for sewage disposal
systems and increasing the minimum bond.
BE IT ORDAINED BY THE JEFFERSON COUNTY BOARD OF COMMISSIONERS:'
Section III - Definitions. Those terms defined in WAC 248-96~020 are
hereby adoped by reference. As used herein, the following d~finitions
shall also apply:
3.1 Commercial Installer shall mean any person, or persons, engaged in the
business of installing and/or repairing on-site sewage disposal systems.
3.2 Health Department shall mean the Jefferson County Health Department
3.3 Sewage Disposal Permit shall mean a written permit issued by the Hea~th
Department granting permission for the installation or repair of an
on-site sewage 'disposal system.
3.3.a. NEW INSTALLATION. An on-site sewage disposal installation
where no portion of an existing drainfield or septic tank is
to be used.
.3.3.a. (1) NON COMMERCIAL. A system to serve n6tmore than,
a 2-family residential unit, '0:l' a p\J.siness requiring
not more than a 1,250 gallon septie tank.
3.3.a:(2) COMMERCIAL. A system to serv~ all other commercial
buildings or multi-family dwellings over 2-fantily
units, but less than 3,500 gallons sewage flow per
day.

3.3.a. (3) LARGER ON-SITE SEWAGE DISPOSAL SYSTEM. Systems
with greater than 3,500 gallons per day sewage
flow disposed of on land' w~thin a drainfield.
3.3.b. REPAIR OF ON-SITE SEWAGE DISPOSAL SYSTEM. The replacement;'
addition or alteration of a septic 'tank, distribution box,
tight line, or other appurtenances to an existing individual
sewage disposal system, and including any replaoement, ad..' ::,' ':
dition or alteration to a sub-surface disposal field wheDe"'<
at least a portion of the original sub-surface disposal field
is used.
3.4 Commercial Installer1s Permit shall ,mean the written permit issued
annually by the Health Department to a Commercial Installer who has
demonstrated his ability to ~ disposal systems in a manner here-
inafter set forth.
'3.5 Septic Tank Pumper shall mean any person, or persons, engaged in the
business of cleaning and pumping septic tanks, cesspools or other
accumulations of sewage.
3.6 Septic Tank Pumper's Permit shall mean the written permit issued by
the Health Department authorizing a Septic Tank Pumper to carry on
the business of cleaning septic tanks.
3.7 Fees shall mean those charges as hereinafter autporized by the Jeffer-
son County Board of Commissioners for issuing Permits and making
inspections as found necessary.
Section 5.5 Increase $1,000.00 bond m1n1mum to $2,000.00 minimum

Hearing. Proposed Amendment to Ordinance No. 2-77 Jefferson County
Health Department - Section III, Definitions; and Section 5.5, Increase
Minimum Bond. Randy Durant was present to answer any questions. Five
persons appeared; Jim Hughes, Mrs. Walker, Gene & Sandy Seton, and Olive
Paddock. After discussion of the minimum bond as opposed to a liability
insurance policy, Commissioner Mercer suggested that the liability policy
should be changed to read: Increase the $l,OOO.OO bond minimum to $2,000.00
bond minimum or have an acceptable liability insurance policy. Commissioner
O'Meara added that if the liability policy doesn't cover performance com-
pletion, a bond should be used. Commissioner Brown moved to adopt the
published amendments to Ordinance No. 2-77, being Ordinance No. 1-80,
except Section 5.5 regarding bonding & liability which is to be reworded
by the Prosecuting Attorney. Commissioner Mercer seconded the motion.
Unanimous.
