Dear Sir:
1. The Port Ludlow Associates apPlication mentions a new condominium series
called Admiralty III and consisting of39 units. However PLA has not included
a plat nor a site plan for this proposed addition nor has sufficient consideration
been given to the impact of this proposed 39 unit development in the FSEIS.
We therefore ask that Admiralty III be eliminated from this application.
2. The proposed location of the helicopter landing is very unfortunate. The roads
are closed off from the time a helicopter wants to land until after take-off, a
period often lasting 45 minutes or more. All this time no access or egress can be
made to the Ludlow Resort Village. It would be much better to leave this
landing area where it is currently located, next to the horseshoe pits.
3. We now have a children's play area, basketball court, horseshoe pits and
volleyball court. PLA proposed to eliminate this youth area and not replace it
elsewhere. We believe these are appropriate activities in a resort and that they
should remain and be upgraded for the use of the many new residents as well as
those who already use them. This would be in accordance with Jefferson
County Comprehensive Plan, Open Space Policy 4.2 and 4.3. In addition, it
would support the intent of the Master Planned Resort Ordinance, Section 3.40
Resort Complex/Community Facilities Zone. "The zone provides amenities and
services associated with the resort and surrounding community, and supports

existing residential uses. Uses allowed in the RC/CF zone recognize the
recreational nature of the resort ....
4. It appears from the PLA plan, that every condominium will have two parking
spaces, ruunely one in a single car garage and one in the driveway. Yet they
show only a 12' setback (driveway) whereas a 4-door car is 15' long, thus
leaving 3' intruding into the street. The CC&R's of Ludlow Bay Village do not
allow on-str~et parking. WefaiHbiliiderstand why Jefferson County continues
to give permission to PLA to viOlate the original MPR Ordinance and its own
zoning code.
5. Port Ludlow Associates has been a good citizen in our community. We cannot
understand why they are trying to change this particular !U"ea (Lu~now l3ay
Village) into something very 'different than the approved plan in .place when they
purchased in 2001.
