Dear Mr. Scalf:
As a resident of Port Ludlow I am taking this opportunity to state some ofthe issues that are in conflict to the
project application that has been submitted to Jefferson County by Port Ludlow Associates to replace the
Master Plan accepted by the county in 1993:
. Making the boundary line adjustment for the purpose of substituting stacked condominiums in place of
town homes and single family homes contradicts the CC&Rs of Ludlow Bay Village and infringes on
the property rights of the residents in that area.
. The change from 58 townhouse/single family dwellings to 89 units or from 122 to 191 total residential
units, a 56.5% increase, is too dense. The results: clutter, congestion and a loss of open space and a
lagoon, intended as a natural habit
. Request for Building over the east end ofthe lagoon is counter to the State's Ecology Report and
increases an already complex accident prone traffic problem
. The new location of the Helicopter Pad is right in the midst of residential units and is a major
encroachment into the traffic pattern of the area including Oak Bay Road
. There is no architectural design for the proposed Admiralty III. Furthermore all the present amenities
would be removed without any plan for replacement.
. The proposed recreation building for the Inn, Marina, and Ludlow Bay Village would further fracture
the community by adding a third club to be financially maintained by Ludlow Bay Village
. The parking plan is totally impractical (one car space with the second space very removed from the
building and additional marina parking is a out ofthe area)
. The Environmental Report points out that the project creates density problems.
. There is no follow through plan for amenities such as sidewalks stated in 1993
PLA seeks these changes solely to increase their profit and to establish the greatest possible dollar potential of

these 17.5 acres for sale purposes. The residents of Port Ludlow will have to live with your decision long after
PLA has left. This is a charming resort community of Jefferson County but that will change and our property
values will be negatively affected if the new project application is approved in place of the residential density
accepted by the county in 1993.
