While we recognize that PIA has the right to complete the originally platted area around the Lagoon, except over the water, it should be held to the original development agreement made in 2000. The BLA, if approved, will cause a 57% increase in density in the area and setback lines for the proposed condominiums will be reduced to 12 feet. Tandem parking is proposed and car lengths average more than 12 feet. Therefore, cars will be parking into an already too narrow street. Standard single family residences with standard code set backs must be required. There was never a traffic pattern study completed in the area around the Lagoon. With the proposed increase in density, increase in traffic from commercial areas and enlarged marina area, emergency vehicles will be unable to operate when needed. Placing the helipad next to the only major streets will cause traffic delays, congestion and numerous problems. It should remain in its present location away from traffic. Approval of the BLA by Jefferson county would violate the existing CC&R's owners around the Lagoon in that more than just lot lines would be adjusted. A major portion of the original plat existing at the time of their individual purchases would, in effect, be dissolved and joined to and become a part and parcel of the plat, including the hotel and commercial development not contemplated at the time of the 2000 Development Agreement between Pope and Jefferson County. This would be a further violation ofRCW 58.17. It is extremely important that some form of bonding be imposed upon PLA to require build out and completion of the aminities and commercial prior to or at the start of construction of this project to insure the completion of the amenities. With the increase in the commercial and marina areas parking areas should be increased and made more convenient. We are an aging population and PLA' s efforts are increasing problems instead of solving them. The proposed Admiralty III is not sufficiently treated in any of the EISs to be considered with this application. Many mitigation conditions must be imposed upon PLA requiring completion of the project in accordance with the 2000 Development Agreement and any allowed revisions.
