Dear Mr. Scalf
We would like to submit our comments regarding the proposed changes to the
Port Ludlow Master Plan, as proposed by Port Ludlow Associates (PLA) . Our
greatest concern is the increased residential density in the marina area,
or the resort core area. Over the past few years, PLA has built several
townhouses, bringing the total of completed units to 25. We have observed
several changes in the core area of reduced beach access and increased
crowding/congestion in this area. The 1992 Master Plan provides for an
additional 28 town homes and 5 single family residences. Completing
construction to the currently approved level will bring further undesireable
changes to the core area. We vigorously disagree with expanding the number
of residential units beyond that currently approved. The resort core area
is the central gem of Port Ludlow Village, and its character, beauty and
appeal should be preserved.
Additionally, we are concerned that all decisions made in revising the
master plan comply with all applicable laws, regulations, CC&R's and prior
agreements. In the PLA proposal are several elements which are questionable
or in violation of these community standards. For example, it is proposed
that exsisting and future owners of Ludlow Bay Village town houses be
members of the new recreation facility. No negotation has been initiated
with Port Ludlow Associates (PLA) regarding the withdrawal of these
properties from the equivalent PLA facility, as specified in the current
CC&R's. How are these issues to be addressed if not through development and
negotiation of this plan? Other significant issues exsist in the Boundary
Line Adjustment application and over water construction proposal.
We recognize the right of PLA to develop within the approved 1992 Master
Plan and also to petition for changes to that plan. There are interests of
property owners who purchased property with an understanding that the 1992
plan would be carried out. Changes to the 1992 plan affect us all.
