Subject: PLA proposed build out of Ludlow Bay Village
I am writing to express some concerns of the plan as proposed by Port Ludlow Associates LLC
(PLA) for the development of Ludlow Bay Village.
1. Density: The issue of density has been decided in 1994 when after considerable
negotiation between the then owners (Pope Resources) and the community resulted in an
acceptable plan to all parties. Now PLA wants to revisit this issue with a 57% increase in
density. This is not consistent with the previous acceptable plan and should not be
allowed. The parking solution being offered will not be adequate. A one car garage and
parking in a 12-foot driveway will not be sufficient for two cars!
2. LMC membership: The developer has indicated that the new residences would be
required to be members of a facility similar to that currently under the ownership of the
LMC and would therefore dilute the membership in the LMC severely reducing the
revenue of the LMC and creating a third club of which there doesn't seem to be any need
and further contributes to a devise ness in the community. This is just not acceptable.
3. Build out over the Lagoon: DOE after comprehensive study and application of relevant
statutes ruled that building out over the lagoon cannot be permitted. For the county to not
abide by this decision should not be permitted.
4. Amenities: PLA has not this date provided any amenities of substance. They have let the
Tennis courts in the South Bay fall into disrepair and while they have promised a new
clubhouse for the golf course, it hasn't happened. If any project is approved we must
have some assurance that proposed amenities are included. Bonding seems to be the only
logical approach. Further the conditions required of the original 1994 approved build out
should be a condition for PLA.
I would hope these concerns that I am expressing would be considered when a final decision
is made concerning Ludlow Bay Village.
