PUBLIC COMMENT TO THE PROPOSED PLA MAJOR REVISION TO PORT
LUDLOW
As a residents on the opposite side of Ludlow Bay,
across from the proposed development, and waterfront
owners who value the habitat and health of the natural
resources in the Ludlow area, our comments reflect our
concerns about the increased density, light, noise, and
activity levels and the impacts to the pond area of the
proposed revision.
Residential Density: We believe that an increase in
residential density beyond the current permitted 58
units not acceptable:
The Final Environmental Impact Statement 3.4.4
states: Build-out of the Resort will result in more
intense development of the project area. Increased
development and use of the area will result in increased
activity levels, vehicular traffic, noise, light, and glare;
this increased intensity of use will be noticeable to

existing users and residents within and across from the
Resort.
Over-Water Construction. Baseline PLA proposal
eliminates over-water construction. Washington
State Department of Ecology has ruled that over-
water construction is prohibited. (DOE letter Oct.
25, 2004 to Al Scalf, Dept. Community
Development). PLA has requested a County
Administrative ruling on DOE decision asking that
it be set aside.
No over-water construction should be allowed on
the lagoon. Jefferson County should follow it's own
Shoreline Management laws and those of the State of
Washington Amenities. There is no need to construct
over the water, construction might impact the waterfowl
who currently use the lagoon, and setting aside the
prohibition ruling from DOE might set a precedent that
allows for other future set aside rulings from the
County that will affect our local shorelines and water
bodies.
We appreciate you taking into consideration the
residents and neighbors concerns and opinions about
this revised development proposal. Those of us within

and around the MPR would be impacted by the increase
in density and build out, and while our expectation is
that the Resort will continue to expand in accordance
with original density plans, we should be able to count
on those original density numbers as our existing
community moves forward. Historically, resorts change
ownership hands and resort owners' main concern is to
develop in ways that increase financial benefits to the
resort owners. It is the residents and people who
purchased in good faith that remain here long term and
have a right to expect what was originally promised to
them in their MPR community.
