J ..~ca'f@co.jefferson.wa, 06:42 PM 11/3/2005, PLA Applications re: Build-out and Marina Expansion " To: ascalf@co.jefferson.wa From: HARRY CLOUTlER <hhcloutler@prlmaalfa.com> Subject: PLA Applications re: Build-out and Marina Expansion Cc: jfischbach@co.jefferson.wa.us Bcc: Attached: Dear Sir, I write to you to record my objections to eventual approval by the Jefferson County DCD of the subject PLA appTIcatlons: ZON03-00044 SUB05-00030 SOP 00019 ZON05-00035 Major resort plan revision Boundary Line Adjustment Shoreline Substantial Development Plan Administrative Code lnterpretatlon Each of these applications seeks to increase very significantly the number of proposed structures and to transform the nature thereof, and their aggregate effect would lead to a massive increase In density over and above that originaaly approved by the Development Agreement, Le. 53 townhouses (including those already constructed) and 5 single-family homes, a total of 58 dwelling units, as wen as by the CC&R's pertinent to Ludlow Bay Vinage. SUB05-00030 to convert 40 existing tax parcels into 11 new and larger parcels is patently intended to make possible the construction of a number of condominium units vice the originally approved 58 individual dwelling units, thus resulting in a major increase in the population density of and a wholly different configuration of Ludlow Bay Village with all the related problems of substantially greater burdens on parking facilities, vehicular access, public services, law enforcement and fire protection. This application for a Boundary Line Adjustment must be denied in view of the provisions Jaffco UDC Section 7.2. The ambiance and character of the Port Ludlow community will soon undergo a devastating adverse im pact by the deplorable approval against all logic and com mon sense of the Trendwest time-share project, which will dump on the community at the height ofthe summer season some 600 to 700 wholly incompatible outsiders. This influx will, of itself, most markedly increase the density of usage, im pair circulation and place a very burdensome load on public services, such as water, sewer, law enforcement and fire protection. All the more reason to deny any further Increase In density and load on community services and facilities. In this connection one of the points cited by the promoters of this project was that Trendwest would not provide any common catering facllity. As a result, all this rlff-raff will inundate the Harbormaster restaurant and overwhelm even the existing capacity. There surely is no need whatsoever to move this restaurant, and certainly any change in capacity should result in augmentation, not contraction, thereof! Under no circumstances should any over- water construction be permitted. Provided development is confined to the originally permitted 58 dwelling units, there will be no need for Recreation Center, and the occupants of the dwelling units yet to be constructed can join the LMC and use the facilities of the Beach Club, to which guests of the Inn at Port Ludlow already have guest privileges. Construction of the bUilding designated as R8 should be denied on the grounds of density. The proposed Admiralty III development should be denied, again on the grounds of increased density. Such development would eliminate valuable existing park and recreational facilities. The PLA should be required either to provide the various facilities commonly referred to as "the Amenities" or else be required to provide appropriate bonding to ensure that such facilities ultimately are constructed. The proposed location of the Maintenance facility should be denied. Such faCility should be shielded from view. There is no need to move the Helipad, and any proposal to do so should be denied, particularly since the proposed new location would engender serious vehicular Interference. It must always be borne in mind that the ultimate control of the PLA lies with a group of Hong Kong Chinamen who have no abiding interest In Port Ludlow other than as a bountiful source of plunder. They have made no secret of their intention to extract maximum value and then decamp, leaving those who have invested in property and who do intend to remain for years to cope with any and all problems arising from extremist exploitation. County authorities should give the most careful consideration to the long-term effects on the community and limit further development to the 58 dwelling units originally planned and approved and deny any further proposals that will Increase density with all the derivative concerns that stem therefrom.
