Dear Mr. Scalf,
My wife and I are residents of the Edgewood Village jurisdiction of South Bay at Port Ludlow.
Weare submitting the following comments in response to Port Ludlow Associates Application
For Resort Build-Out and Marina Expansion, Case Number MLA05-00407.
Our goals as residents include using the current and future amenities in the Port Ludlow MPR,
participating in local clubs and quasi-governmental forums and achieving a reasonable
appreciation on our property investment. To this end, we have evaluated the noted PLA proposal
and find these shortcomings:
Community Safety
We now enjoy a relatively stress-free physical environment in the village, for the most part
unencumbered by disruptive high traffic density or parking issues. The PLA proposal creates a
climate for inadequate parking by constructing l2-ft aprons into single car garages in new
townhouses which will inevitably lead to conflict as typical two-car households adjust to parking
two or more vehicles in the foreshortened space. Parking for the expanded marina will also lead
to greatly increased pedestrian traffic without designated walkways for patrons to follow.
Relocation of the helo pad to a more central location in the lagoon area will not only cause
stately trees to be removed, but will also interupt traffic along Oak Bay Rd during times of flight
operations.
To alleviate these problems, we suggest situating new townhouses so that a longer apron can be
built into the garages if only a one-car arrangement is pursued. Alternatively, two- car garages
could be incorporated in the design. Aggregation of marina parking should be concentrated in the
lower lagoon area with pedestrian walkways well laid out and marked to eliminate conflict with
vehicular traffic, especially from inn and restaurant transient guests.
Structural and Aesthetic Density
The residential unit site plans included in the PLA proposal are just plain crowded. Too many
units are jammed together with little consideration for the "flow" of pedestrian and vehicular
traffic or even a pleasant viewshed. Additionally, the proposal would remove recreational
facilities adjacent to existing Admiralty Village structures without replacement anywhere in the
MPR.
The entire area of both open Admiralty Village land and lagoon area land should be considered
for siting the desired additional residential structures, but be limited to the 58 additional units
currently permitted. Recreational and play areas should be sustained within the MPR complex.

Recreational Club Membership Structure
PLA suggests that the new waterfront recreational complex house inn and marina guest facilities
~ coupled with those for Ludlow Bay Village I current and future residents whose participation
will be mandatory. Incorporation of homeowners who already belong to the LMC sponsored
Beach Club into yet a third "club" in Port Ludlow will adversely affect the community spirit of
the village and establish an additional divisive element to the area. Voluntary membership in the
new facility should be open to existing members of both the Beach and Bay Clubs at individual's
discretion.
Area residents from the surrounding community should be welcomed. But no membership to a
new entity should be forced at the expense of LMC or SBCA.
We are pleased that PLA is proceeding to complete the build out of Port Ludlow. Our main
concern is that this expansion be planned and executed while complying with all legal and
administrative constraints imposed by state and county regulations. As protection to the
citizenry that this is done, we request that PLA be required to submit a bond to comply with all
previously but so far incomplete conditions and any new strictures formulated as a consequence
of approval of the subject case.
