OFJ~ci~~lt<m~OOUJtTIOPMEN \ 1 DATE: RE: Port Ludlow Resort Plan Revision; Comments regarding SDP05-00019 Marina expansion and ZON03-00044 Resort Plan Revision SDP05-00019 Marina expansion Water quality: Potential Impacts: The EIS for the marina expansion identified pollutants from vessels moored in marinas as a potential source of water quality degradation. These pollutants can include fuel, oil, trash, gray water, and raw sewage. The EIS proposes as mitigation that "The Port Ludlow Marina will continue to educate users of the Marina regarding BMPs" and "Port Ludlow Associates will educate Marina users regarding the effects of discharging gray water and will strongly discourage such discharge." The EIS does not provide additional detail regarding how these mitigations would be implemented. Public education aimed at boaters is recognized as an effective means for avoiding water quality impacts. The National Clean Boating Campaign is an existing program that has developed educational materials and classes that teach clean boating practices to boaters and marina employees. The Public Works Department has developed a draft Surface Water Management Plan that includes a comprehensive review of surface water management issues in Jefferson County. The Plan proposes that public education should be a primary tool for implementing surface water management in Jefferson County. The Plan recognize~ that the Jefferson County - WSU Cooperative Extension has expertise in environmental education, including boater education. WSU also has important understanding of local LOG ITEM #3d~ Page_,,~,J..__ of ~ 100% Recycled Paper r , conditions and credibility in the community that help make its public education activities effective. The Plan recommends that Jefferson County partner with WSU to provide surface water public education, rather than create its own educational programs. Proposed Permit Condition: The Public Works Department recommends that in order to avoid impacts related to pollutants from moored vessels, the following Shoreline Permit Condition should be required: The proponent shall implement a boater education program for employees and customers at the Port Ludlow Marina that is equivalent to the National Clean Boating Campaign. In order to ensure that the boater education program is effective, the proposed program shall be reviewed by the Jefferson County - WSU Cooperative Extension's Water Quality Education Program staff or another qualified agency acceptable to Jefferson County. The review including comments and proposed program revisions shall be provided to Jefferson County. Jefferson County shall approve the boater education program prior to authorizing occupancy of the additional moorage slips. The proponent shall also present an annual report regarding its boater education program to Jefferson County and WSU Extension for review. If deficiencies in the program are identified, the proponent shall confer with Jefferson County and WSU Extension to develop appropriate revisions. The proponent shall compensate WSU Extension for the reasonable costs of this review. ZON03-00044 Resort Plan Revision The Public Works Department has reviewed the Resort Plan Revision Final SEIS, including the "Response to Comments" Alternative. The Resort Plan Revision provides conceptual, planning level information on the proposed alternatives. Approval of the Plan would authorize the proponent to apply for development approvals including subdivisions, zoning approvals, and building permits that implement the Plan. The Plan Revision does not and is not intended to provide detailed engineering plans for transportation and stormwater management facilities. Public Works is responsible for ensuring appropriate design and construction of transportation and stormwater management facilities based on adopted County standards. When applications are made for subdivisions, zoning approvals, and building permits to implement the Plan, Public Works will review those applications to ensure that they meet the County's adopted standards.
