PORT LUDLOW FIRE & RESCUE

Dear Mr. Scalf:
The purpose of this letter is to comment on the proposed Port Ludlow Resort and
Marina Expansion project submitted to your office by Port Ludlow Associates
LLC. .
In brief, I have comments and concerns regarding the proposed development
and expansion in the following areas:
Marina
It is my belief that the existing marina is a non-conforming use relative to fire
protection as specified in NFPA 307. Therefore, I believe that the proposed
cumulative marina project (old & new) is subject to NFPA 307. Port Ludlow Fire
& Rescue respectfully request that as detailed plans for the marina project are
develo'ped, that we be consulted as to the provisions of fire protection systems to
be included in the marina prior to permitting.
The proposed Gull Drive is not conducive to fire department access to the marina
d,ock ramps. I would like to see bump outs on Gull Drive included to allow fire
department apparatus to have proper operating zones for dock access. A two
lane, twenty-two foot wide road, with no shoulder is not adequate for this
purpose.

Access and Circulation
The number of units on Widgeon Road exceeds the national standard provision
for a minimum of two means of egress.
It appears that the proposed Widgeon Road hammerhead at/near building R3
and R6 does not provide the code required 150 feet firefighter access to the rear
of the building. This is also a concem for buildings R2, RS, R7 and R8.
The proposed parking lots are not conducive to firefighting operations due to
constrictive lanes.
The proposed Gull Drive is not conducive to firefighting operations at the Inn due
to the narrow roadway with no shoulder. I would like to see bump outs on GuJl
Drive included to allow fire department apparatus to have proper operating zones
for firefighting operations. A two lane, twenty-two foot wide road, with no
shoulder is not adequate for this purpose.
The Wood Sollards proposed for the Emergency Fire Lane into the Inn parking
lot appear to be non-conforming. Prior to permitting, I respectfully request that
Port Ludlow Fire & Rescue be consulted as to design and location of these
devices.
Fire Flow
Port Ludlow Fire & Rescue request that fire flow requirements for this project be
consistent and in compliance with those established by Jefferson County and
accepted standards of practice for this type of proposed use. I also request that
Port Ludlow Fire & Rescue be consulted on hydrant placement and fire
department connection placement during. the detailed design phase prior to
permitting.

plan development and or permitting.
