SDPOO-OO14 & SDP04-00(8) ZONOS-00035 (administrative code Interpretation) ZON03-OO044 (major resort plan revision) APPLICANT/PROPONENT: PORT LUDLOW ASSOCIATES LLC AGENT: Mark Dorsey, Port Ludlow Associates LLC, 70 Breaker Lane, Port Ludlow, Washington 98365 PROJECT NAME: Port Ludlow Resort Build-out and Marina Expansion NOTICE IS HEREBY GIVEN that Jefferson County has received from Port Ludlow Associates LLC applications for a Boundary Line Adjustment ("BLA"), Shoreline Substantial Development Permit ("SSDP"), Administrative Code Interpretation, and Major Resort Plan Revision relating to land located within the Plat of Ludlow Bay Village and adjoining undeveloped lands commonly known as Admiralty III adjoining the existing Admiralty Condominium, all in Port Ludlow, unincorporated Jefferson County, Washington. APPLICATION RECEIVED DATES: June 24,2005 (BLA, Code Interpretation, consolidated SSDP, and second amended Major Resort Plan Revision); April 30, 2004 (Plat Alteration (subsequently withdrawn)); April 29, 2004 (amended Major Resort Plan Revision); April 28, 2004 (SSDP (marina improVements only)); " February 6, 2004 (SSDP (upland improvements only)); and June 25, 2003 (initial Major Resort Plan Revision). APPLICATION COMPLETE DATE: July 22, 2005 (BLA, Code Interpretation, and consolidated SSDP for build out and marina expansion) and June 26, 2003 (Major Resort Plan Revision) APPLICATION AND HEARING NOTICE DATE: January 1 ih & 18th, 2006 PUBLIC HEARING: An open record public hearing under Jefferson County Ordinance No. 04-0828-98 (Sections 6, "'-, and 15) will be held before the Jefferson County Hearing Examiner at the Joseph Wheeler Theatre at Fort Warden State Park beginning at 9:00 a.m. - 5:00 p.m., January 17th and 9:00 a.m. January 18th, 2006. Rules of procedure are set forth in Jefferson County Ordinance No. 04-0828-98, copies of which are available from'the Jefferson County Department of Community Development, Development Review Division, 621 Sheridan Street, Port Townsend, WA 98368, Tel: (360) 379-4450. PROPOSAL: Boundary Line Adiustment: Relocate lot boundaries consistent with the proposed resort plan revision. Shoreline Substantial Development Permit: Construct additional attached residential units within undeveloped upland areas and expand Port Ludlow Marina by 100 new slips. Proposed residential development is described in detail below under the Major Resort Plan Revision paragraph. Marina expansion is described as follows: A-Dock will be extended 200 feet water-ward to accommodate fifteen new slips (eight 50-foot slips and seven 60-foot slips. A-Dock will serve as a floating breakwater to protect the marina. B-Dock will be modified by the removal of the eight outermost slips. D-Dock will be extended 120 feet t the west to accommodate an additional twelve 36-foot slips. E-Dock will be extended 270 feet to the west to accommodate an additional 35 slips (seven 50-foot, five 60-foot, and twenty-three 45-foot slips). The east side of E-Dock will be reconfigured to accommodate twenty-three (thirteen new) slips (Thirteen 36-foot slips and ten 60- foot slips, to replace ten existing slips). A new F-Dock will be constructed waterward of E-Dock. The new F-Dock will extend 53p ~eJ...w~~fiL/l' Sind 250 feet easterly of the central walkway. The new F-Dock will accommodate 33 new slips (twenty-thteltJGjfddt ~ and ten 55-foot slips). F-Dock will serve as a floating breakwater to protect the Marina. The existing 680 square foot dinghy float on C-Dock will also be replac~.(h'l three new floats totaling 960 square feet.''\; ~ Adminis1rative Code' Interpretation: Determine applicability of Section 5.160 of the Jefferson County Shoreline Management Master Program, which prohibits residential over-water construction, to residential construction over the artificial lagoon located within the Plat of Ludlow Bay Village. Maior Resort Plan Revision: Revise existing resort plan for future development within the Resort Complex/Community Facilities (RC/CF) zone of the Port Ludlow Master Planned Resort (MPR) to add 101 attached residential units and remove many planned commercial facilities. Final build-out and development of the resort zone would include the following existing and proposed development: Residential - 64 existing stacked condominium units within Admiralty I & II; 39 new attached residential units in the Admiralty III area; 25 existing town homes, one single family residential structure (Pintail House), and 62 new attached residential units within the Ludlow Bay Village Plat ("LBV"). A total of 191 existing and new residential units is proposed. Vehicular access to existing town homes within LBV will be via Heron Road and will be separated from access to the adjacent Inn at Port Ludlow. Commercial - one-story Dock master's office, marina maintenance area, and a retail store for marina tenants and guests. This facility will be situated adjacent to the relocated Harbor Master Restaurant. Harbor Master Restaurant - The existing restaurant will be demolished and a new restaurant will be constructed within the waterfront commercial facility near the marina. Recreational Facility - Two-story, 7,500 square foot indoor recreation facility located adjacent to the waterfront commercial facility near the west end of the marina. The facility will include an indoor-outdoor swimming pool, spa and fitness center. PLA offices - Change of use to relocate to the old conference center along Oak Bay Road at the north end of the RC/CF zone. Maintenance building - 2,900 square foot building for maintenance of the Inn and other Resort operations. Off-street parking - All new residential units will include off-street parking for two cars. In addition, a total of 332 stalls will be provided in a series of paved surface parking lots for the marina, commercial, and recreational uses in Ludlow Bay village. Parking at the Inn will accommodate a total of 55 vehicles. Central Receiving Dock - A 1 ,000 square foot receiving facility will be located within an existing parking lot on the north side of Harbor Drive. Lagoon, Open Space, Shoreline, and Trail Improvements - A designated, signed trail system will be developed within LBV. This system will include an 8-foot wide wooden boardwalk along the shoreline that will extend from the new recreation facility, east to the Inn. Existing open space along the south side of the artificial pond will be retained and re-Iandscaped; open space at the end of Burner Point also will be retained. No over- water construction at the artificial lagoon or pond is proposed. Helipad - A 20-foot by 20-foot paved helipad and accessory areas will be located in the Admiralty areas for use by Fire District 3 and potentially other emergency service providers. Utility Infrastructure Improvements - storm drainage: within LBV the existing storm drainage system will be upgraded to include new water quality vaults at the inlets of the artificial pond and wi1hinthe Admiralty III area, new storm water detention facilities and water quality facilities will be required. Sanitary Sewer and Drinking Water: Provided by Olympic Water and Sewer Company. SEPA INFORMATION: Environmental review of the proposal under the State Environmental Policy Act is complete. On December 31, 2002, Jefferson County published a Final Supplemental Environmental Impact Statement: Port Ludlow Marina Expansion, and on May 18, 2005, Jefferson County published a Final Supplemental Environmental Impact Statement: Port Ludlow Resort Plan Revision, regarding the proposal. These environmental documents incorporate by reference other prior environmental documents. PROJECT LOCATION: Located within the Resort Complex/Community Facilities (RC/CF) zone of the Port Ludlow Master Planned Resort (MPR), easterly and southerly of the intersection of Oak Bay Road and Walker Way, between Oak Bay Road and Puget Sound, within Sections 9 & 16, Township 28 North, Range 01 East, W.M., Jefferson County, Washington.
