I may be getting forgetful. However, I want to make sure that the information that is hereafter requested is
provided to me. Since your office responded on my last request relative to the BoCC, I am sending this request to
you. To the extent it involves a separate document source, please either identify the source or provide this email
to the source for response. I appreciate the help you and your staff have provided. I hope your holidays were
good to you.
1. All correspondence, reports, data, and other records involving any critical area, wetland, or shoreland
analysis of the Ludlow Cove plats, whether in connection with the initial 1993 EIS relative to the development of
Ludlow Bay, the 1995 IUGA, the MPR proposals including analysis in connection with the Comprehensive Plan,
the MPR Code and the Development Agreement, and any project or plat specific proposal, including the Trend
West proposal. I want to see, inter alia, analysis submitted to or done by the staff or its consultants relative to the
environmental impact of various useages, single family, multifamily, and Trend West, on the estuary of Ludlow
Creek and the shore land contiguous thereto.
2. All correspondence, reports, data and other records involving any solicitation or exchange of information
between DCD and its staff and Mr. Berteig as to any project that is ultmately subject to the approval or review by
the hearing examiner.
3. All correspondence or memoranda of communications involving the rumor that Mr. Loomis met with Mr.
Verrue and promised him to resolve administrative problems facing PLA in exchange for consideration of any
kind, as confirmed by Mr. Rodgers to Ms. Van Zonneveld.
4. All correspondence, reports, data, memoranda, and other records relating or involving any evaluation of the
qualification of the resort amenities as they existed in 1995 or as they were thereafter proposed as a master
planned resort within the meaning of RCW 36.70A.360 or 362 or JCC 18.15.126 or 18.15.129.
5. All correspondence, reports, memoranda or other records relating to the decision by DCD as to the parties to
whom to send notice of issuance of the shoreline substantial development permit for Ludlow Cove II and
execution of that decision.
6. All correspondence, reports, memoranda, notes, minutes and records of any communication between Trend
West, its employees, consultants, agents, or attorneys and Jefferson County from the initial evaluation of the
Trend West proposal for Ludlow Cove II to the present.
7. All correspondence, reports, memoranda, notes, minutes and records relating to any notice or discovery of
any violation of building permits, substantial development permits, or JCC Code violations by Pope Resources as

to the Pope Property as defined in the Development Agreement between Pope Resources and Jefferson County,
the evaluation thereof by Jefferson County, any action by Jefferson County with respect thereto, and any cure
proposed or undertaken by the party that committed or was alleged to commit the violation with respect thereto.
I request these matters under FOIA. I appreciate your cooperation in responding to same. If privilege is claimed
as to any matter, please provide a privilege log identiflying the document by date, parties and general subject
matter and the basis for claiming the privilege. This request specifically includes DCD, the BoCC, and Mr.
Alvarez and any employees, consultants agents or attorneys thereof. Documents include those maintained
physically or electronically without regard to the finality thereof.
