Check your previous documents as I think you have the monitoring reports and information on the water and
sewer. For site plans check the FSEIS.

In reading the staff report, I note statements about the adequacy of sewer and water provision and water
quality. Who with Jefferson County monitors water quality and sewer operating quality, how often, are
there reports, is there a periodic evaluation of the reserves of the private utility, is there a periodic
engineering examination of the facilities of the private utility to determine whether they are adequately
maintained and compliant, and are the permitted number of residential units using the sewer and water
computed for full time use or are they weighted for assumed part time use, and if so how?
I need to know the basis, if any, for the conclusion that Olympic can provide adequate public water and
sewer services under the GMA. As I read the requirement although it permits an MPR or PUD to
contract these services, its examples of permitted contracting parties are limited to public and
governmental utililties. What is the position of DCD on the issue of who is permitted to be the contracting
party for providing such services.
