January 13,2006 Page 3 In addition, I would like to take 10 to 20 minutes to offer my analysis of some of the legal issues that have been raised by opponents of the project. I estimate that PLA's presentation of evidence and legal analysis will take between two and four hours. We will do our best to avoid redundancy and to present only relevant evidence. However, under the circumstances we are compelled to present a complete record. I will provide you my memorandum in support ofPLA's applications at the beginning of the hearing on January 17.
