As you know, I represent Port Ludlow Associates LLC, the applicant who will come before you
at public hearings on January 17 and 18, 2006, to request your approval of a Major Resort Plan
Revision (File No. ZON03-00044), Shoreline Substantial Development Permit (File No. SDP05-
00019, consolidating former File Nos. SDPOO-0014 and SDP04-0028), and Boundary Line
Adjustment (File No. SUB05-00030), and to request your Administrative Code Interpretation
(File No. ZON05-00035), all relating to the Plat of Ludlow Bay Village and adjoining real
property commonly known as Admiralty III, in the Port Ludlow Master Planned Resort.

In addition, I would like to take 10 to 20 minutes to offer my analysis of some of the legal issues
that have been raised by opponents of the project.
I estimate that PLA's presentation of evidence and legal analysis will take between two and four
hours. We will do our best to avoid redundancy and to present only relevant evidence.
However, under the circumstances we are compelled to present a complete record.
I will provide you my memorandum in support ofPLA's applications at the beginning of the
hearing on January 17.
