For that reason, the County didn't require us to prepare a Habitat Management Plan. Can you tell me what you need for documentation so that the timing recommendation could be removed? I do remember that it was small and therefore it wouldn't surprise me if they relocated to a more suitable location (away from residential and bald eagles). Sometimes this relocation can be a short distance and other times it can result in a long distance relocation. With the presence of very good foraging areas around Beckett Point I would be suspect that the rookery has not moved very far from the wetland location described below. All of this in-mind, it is difficult for me to support lifting the timing recommendation previously submitted. I suspect if the consultant were to follow foraging herons from Beckett Point, they may be able to locate the new rookery site and thus provide us with a distance from the proposed project. Then WDFW may be able to modify our recommendations based upon real data. She informed me the heron rookery close to Beckett Point no longer exists and would like us to take off the timing restriction from the SEPA determination. The current heron rookery site is located within 1/4 mile of the project, therefore, WDFW recommends that land clearing and grading operations on the LOSS site occur between July 31st and February 15th to avoid impacts to nesting herons. Bald eagles also utilize the forested slope for perching and roosting. WDFW recommends that this project be reviewed by Shelly Ament prior to approval. The SEPA checklist references discharging trench water onto the shoreline, as well as, trenching below the ordinary high water mark. All of these activities will require a Hydraulic Project Approval (HPA) from WDFW prior to initiation of work. The applicant should contact Randi Thurston at (360) 895-6123 for more details on HPA requirements. Thank you for the opportunity to comment on this project.
