Section 2.08 Easement - A grant by a property owner to specific persons, or to the public, of the right to use that property for a sPecific purpose. Section 2.09 Final Plat - The final drawing of the subdivision and dedication prepared for filing for record with the County Auditor and containing all elements and requirements set forth in this ordinance. Section 2.10 Lot - A fractional part of subdivided lands having fixed boundaries, being of sufficient area and dimension to meet IT'.inimum require- ments for width and area. The term shall include tracts or parcels. Section 2.11 Lot - double ~rontage - A lot with street frontage along two opposite boundaries. Section 2.12 Lot- reverse fronta.re - A double-frontage lot for which the Botindary along one of the streets is established as the rear lot line, and along the rear o~ which is an easement as provided in Section 6.17 of this ordinance. The rear lot line of the lot shall be that boundary abutting a major street, railroad. right-of-WCl\Y, or other disadvantageous use. Section 2.11 Mobile Home Park, A:ny property used ~or the accomodation of inhabited trailer or mobile home conches. As distinguished from travel trailers and camping vehicles. Section 2.14 Plat - A map or representation of a subdivision, showing thereon the division of a tract or parcel of land into lots, blocks, streets and alleys or other divisions and dedications. Section 2.17 Recreational Develonment - An area developed. for recreational or second. home sites; which mB\1 be Mobile Home Sites or Camping Sites used ~J owners or club members for vacation or week end recreation. No permanent Habitable Home will be permitted in these Developments. Section 2.18 Roa.dwa.v - That portion of a street right-of-~ that is im- proved for vehicular traffic. Section 2.19 - Short Subdivision - The division of land into four or less lots, tracts, parcels, sites or subdi~lisions for the purpose of sale or lease. Section 2.20 Short Plan - The map or representation of a short subdivision. Section 2.21 Street - A public right-of-WBiY which affords the principal means of access to abutting property; including avenue, place, way, drive, lane, boulevard, road, and any other thoroughfare. Section 2.22 Street - Cul-de-sac - A street opening at one end and. having a turn-around at the other end. Section 2.2'3 Street - County Arterial - A County road primarily serving through traffic to, from and between principal population, commercial or indnstrial areas; such arterial routes are designated. on the County1s Arterial System. Marginal Access Roads or Streets will be oonstrued as Local Aocess or Secondary Collectors dependent on area served and traffic anticipated. Section 2.28 Subdivision - The division of land into five or more lots, tracts, parcels, sites or divisions for the purpose of sale or lease and shall include all resubdi vision of land. Section 5.06 Declaration - A declaration, the instrument by which the property is submitted to provision of the state law, must be filed with the Jefferson County Auditor at the time the plat is filed. ARTICLE VI DESIGN STANDARDS 0 Section 6.01 Provisions of the Comprehensive Plan - All subdivisions shall reflect and be guided by provisions of the Comprehensive Plan or other development plans as may be adopted by the Board and the Commission. a. Land which has been found to be unsuitable for subdivision due to flooding, poor drainage, steep slopes, rock formations, or other features likely to be ha.rmful to the safety and general welfare of the future residents shall not be subdivided unless adequate methods, approved by the Engineer and Health Officer, are planned for overcoming these conditions. b. The proposed subdivision shall provide for such requirements as contained in the COmprehensive Plan for Jefferson County or por- tions thereof, as may be adopted by the Board of County Commission- ers. Section 6.02 Streets - Relation toAdjoinin~ Street Systems - The layout of streets shall provide for the continuation of principal streets eXisting in adjoining subdivisions. Section 6.03 Streets - Private - Private streets and roads may be allowed but they must conform. to all county road standards. Section 6.05 Streets - Intersection - Street intersection shall be as nearly at right angles as is practicable. Street jogs with offsets of less than 125 feet shall be avoided. Section 6.06 Streets - Grades - Streets shall generally follow contour lines. Grades shall be not less than 0.50 percent on any streets, and not more than the percent as specified in Section 6.07. Section 6.12 Easements - Unusual Facilities - Easements for unusual facili- ties such as high-voltage electric transmission lines, drainage canals, or pondage areas shall be of size adequate for the purpose and shall include right-of-way for necessary maintenance roads. Section 6.13 Easements - Watercourses - Where subdivision is traversed by a watercourse, drainage way, channel or stream, there shall be provided a storm water easement or drainage right-of-way conforming substantially to the line of such watercourse, drainage way, wasteway, channel or stream, and of such width for construction, maintenance and control as will be adequate for the purposeo Section 6.14 Blocks - Length - In general, blocks shall be as long as is reasonably feasible, but not more than 1,000 feet, consistent with the top- ography and the needs for convenient access, circulation, fire protection, control and safety of street traffic and the type of land use proposed.
