ORDINANCE NO. 4-73
AN ORDINANCE
of Jefferson County, Washington, prescribing
the type of outdoor recreational use and sani-
tary and safety measures in areas designated as
County Parks and providing penalties for violation(s)
hereof.
WHEREAS, certain land and beach areas within the boundaries
of Jefferson County have been designated as County Parks to be used
for the pleasure and recreation of the public; and
WHEREAS, size and location of said areas necessitate pre-
scribing and controlling the type of outdoor recreational use; and
WHEREAS, there is a danger to people utilizing park faci-
lities if proper sanitary, police, and other health and safety measures
are not reasonably determined so that users of said areas may enjoy the
same; now, therefore,
THE BOARD OF COUNTY COMMISSIONERS DOES ORDAIN as follows:
SECTION 1.
It shall be unlawful for any person or persons to use land
or beach areas designated as a County Park for outdoor recreational
activities other than those uses which are posted in a conspicuous
place in the Park area by the Board of Jefferson County Commissioners.
SECTION 2. DEFINITIONS
A. "Jefferson County Park Area" shall mean any area under the
ownership of Jefferson County, State of Washington, and controlled
and managed by the Board of Jefferson County Commissioners.
B. "Campinglt shall mean erecting a tent or shelter or arranging
bedding, or both, for the purpose of, or in such a way as will permit
remaining overnight, or parking a trailer, camper, or other vehicle
for the purpose of remaining overnight.
C. "Camperlt shall mean a motorized vehicle containing sleeping
and/or housekeeping accomodations, and shall include a pickup truck

SECTION 2. - Definitions continued:
with camper, a van-type body, a converted bus, or any similar type
vehicle.
D. "Trailer" shall mean a towed vehicle which contains sleeping
or housekeeping accomodations.
E. "Motor Vehicle" shall mean any self-propelled device capable
of being moved upon a road, and in, upon, or by which any persons or
property may be transported or drawn, and shall include but not limited
to, automobiles, trucks, motorcycles, motor scooters, jeeps, or similar
type 4-wheel drive vehicles, and snowmobiles, whether or not they can
legally be operated upon the public highways.
F. "Trail" shall mean any path or track designed for use of
pedestrians, bicycles, or equestrians; and which is not of sufficient
width, or graded or paved with concrete, asphalt, gravel, or similar
substance, so as to permit its use by standard passenger automobiles;
or other right-of-way specifically designated and posted for non-
vehicular use.
G. "Community Kitchen" shall mean a roofed structure, housing
range tops and ovens heated by wood.
H. "Picnicing" shall mean human consumption of pre-prepared food
stuffs in the outdoors.
SECTION 3. COMMUNITY KITCHEN
This facility is provided for the use of the public and
individuals are requested not to use an undue portion of the same not
for an unreasonable length of time.
SECTION 4. SANITATION
A. Sanitary facilities shall be constructed and maintained in
a sanitary manner acceptable to the Olympic Health District. Where
deemed necessary an approved method of sink and shower waste disposal
shall be provided.
B. No person shall leave, deposit, drop or scatter bottles,
broken glass, ashes, waste paper, cans, or other rubbish in a Jeffer-
son County Park Area, except in a garbage can or other receptacle
designated for such purposes.

SECTION 4. - Sanitation continued:
C. No person shall deposit any household or commerical garbage,
refuse, waste, or rubbish, which is brought as such from any private
property, in any Jefferson County Park Area garbage can or other
receptacle designated for such purpose.
D. No person shall drain or dump refuse or waste from any trailer,
camper, automobile, or other vehicle, except in designated disposal
areas or receptacles, if provided.
E. No person shall clean fish or other food, or wash any clothing
or other articles for personal or household use, or any dog or other
animal, or clean or wash any automobile or other vehicle in a Jefferson
County Park Area.
SECTION 5. PETS
A. All dogs or other pets or domestic animals must be kept on
leash of no greater than eight (8) feet in length, and under control
at all times while in a Jefferson County Park Area.
B. Dogs, pets or domestic animals are not permitted on any design-
ated swimming beach in any Jefferson County Park Area; PROVIDED THAT,
this sub-section shall not apply to seeing eye dogs.
C. No person shall allow his dog or other pet or domestic animal
to bite or in any way molest or annoy other park visitors. No person
shall permit his dog or other pet or domestic animal to bark or other-
wise disturb the peace and tranquility of the park.
SECTION 6. HORSEBACK RIDING
A. Horses shall not be permitted in any designated swimming area,
campground, picnic area, or any other area so designated or posted.
B. No person shall ride any horse or other animal in such a
manner that might endanger life or limb of any person or animal, and
no person shall allow horse or other animal to stand unattended or
insecurely tied.
SECTION 7. MOTOR VEHICLES
A. No person shall drive a motor vehicle within any Jefferson

County Park Area at a speed greater than is reasonable and prudent,
having due regard for the traffic on, and the surface and width of the
road, and in no event at a speed which endangers the safety of persons,
property, or wildlife; provided, however, that in no event shall a
vehicle be driven at a speed greater than 15 miles per hour in camp,
picnic utility, or headquarters area, or in areas of general public a
assemblage; and provided further that in no event shall a vehicle be
driven at a speed greater than 25 miles per hour in any other area.
B. No person shall operate a motor vehicle within the boundaries
ofa Jefferson County Park Area except on roads, streets, highways,
parking lots, or parking areas.
C. No person shall operate any motor vehicle on a trail in any
Jefferson County Park Area unless such trail has been specifically
designated and posted for such use.
SECTION 8. CAMPING
A. No person shall camp in any Jefferson County Park Area except
in areas specifically designated and/or marked for that purpose.
B. In order to afford the general public the greatest possible
use of the Jefferson County Park System, on a fair and equal basis,
continuous occupancy of facilities by the same person shall be limited
to seven (7) days.
SECTION 9. PICNICKING
Picnicking is permitted only in designated and marked pic-
nicking areas.
SECTION 10. FIREWORKS AND FIREARMS
No person shall discharge, set off, or cause to be discharged,
in or into any Jefferson County Park Area, any firearm, bow and arrow,
firecrackers, torpedoes, rockets, fireworks, explosives, or substance
harmful to the life or safety of persons, property, or wildlife.
SECTION 11. FISHING
A. All laws, rules and regulations of the State Game Commission
relating to season, limits, and methods of fishing are applicable to
fishing for game fish in Jefferson County Park Areas.
B. All laws, rules, and regulations of the State Department of

FISHING continued:
Fisheries relating to season, limits, and methods of taking, are
applicable to the taking of shellfish or food fish in Jefferson
County Park Areas.
SECTION 12. RELIGIOUS SERVICES OR GROUP RALLIES
Religious services or group rallies may be permitted in
Jefferson County Park Areas where facilities are adequate, and where
such activities will not conflict in any way with normal park useage.
To avoid conflict, permission for such activities must be obtained in
advance from the Board of Jefferson County Commissioners. Permission
for the use of loudspeakers by groups must be obtained in advance.
SECTION 13. GENERAL
A. No boisterous or noisome activities shall be engaged in
between the hours of 10:00 P.M. and sunrise.
B. Vulgar language or improper conduct will not be tolerated at
anytime.
C. Clothing sufficient to conform to common standards shall be
worn at all times.
D. Park property must not be defaced or destroyed.
SECTION 14. PENALTIES
Compliance with the terms and conditions of this ordinance shall
constitute minimum health, sanitation and safety provisions. Any
person who shall violate or fail to comply with any provision of
this ordinance shall be deemed guilty of a misdemeanor.
SECTION 15.
This ordinance shall be published once in the Port Townsend
and take effect on the date of its adoption.

NOTICE
The Board of Commissioners, Jefferson County, Washington having
heretofore conducted and carried on informal hearings upon regulations having
to do with the type of outdoor recreational use in areas designated as County
Parks, and connected matters, and after discussion, debate and review, has
caused the same to be reduced to ordinance form, now therefore
NOTICE IS HEREBY GIVEN that pursuant to R.C.W. 36.32.120 (7),
on Monday, June 18, 1973, in the Commissioner's Room in the Courthouse,
Port Townsend, Washington, a public hearing will be held thereon with respect
to the adoption or rejection of said proposed ordinance being published below.

Re; Ordinance # 4-73 Section 6 Horseback riding.
DearISirs,
In regard to Ordinance 4-73, having to do with the use
of county parks, I would like to draw your attention to
Section 6, Horsebackriding.
I recommend that parts A and B be rewritten to read
as fOllows.
Horses shall be permitted in any Jefferson County park
unless otherwise posted, except in suc~areas designated
as kitchen area, picnic areas, camping areas, or in an
area where ther is playground equipment for small children
( there ma~ be some other specific area to be added)
My arguement for these proposed changes are.
Horses pnow restricted from most if not all state parks.
Many of our county parks are not used to any extent during
a good part of the year, and horseback riding is one way
for year round, multipurpose use of our parks.
Je~f~rson Co. is a rural county and our cou~ty parks
should be governed is such a manner as toaccommadate
the needs of the local taxpayers and their families as
well as the tourists.
There are sufficient state parks in our county for use by
those people who feel the possible presence of a horse
would be demermental to their outing.
There are some tourists who~f enjoy seeing horses.
Th~re is a need for places where several riders cant
~ather, tie their horses, relax for a picnic, conversa-
tion, or just stretch their legs, and many of our _~~
parks fit this need.
crhances of accidents in parks could be limited by requiring
horses be riden at a slow pace while in paris.
