SUMMARY: Plans, organizes, schedules, supervises and monitors the work ofmaintenancc crews
engaged in the maintenance, repair, construction or operations of county roads, bridges and drainage
systems, by performing the following duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be
assigned.
Coordinates, schedules and oversees road maintenance activities as programmed by the Operations
Manager to assure work is performed efficiently and according to guidelines, procedures and
regulations. Work supervised may include, but is not limited to: repair and patching of roads, snow
and ice removal, drainage structure repair, bridge repair, weed and brush control, grading, surfacing,
paving and right of way work on maintcnance and construction projects. Oversecs work outside of
geographical area of assignment as needed to accomplish program laid out by the Operations
Manager.
Builds relationships with customcrs, citizen groups, and outside agency staffin the area. Fosters
customer~oriented attitude with the public.
Coordinates through the Operations Manager with other Area Road Foreman to prioritize and
schcdule use of available manpower, equipment, and supplies in order to efficiently accomplish
work countywide.
Completes specific project work as assigned by the Operations Manager including, but not limited
to, paperwork, purchasing of supplies, sccuring contractors, writing contracts, soliciting bids,
investigating right-of-way, obtaining permits, permit compliance, and supervising crews and
contractors.
On an intermittent basis, performs all duties of an Operator III position including operation of
equipment and manual labor as necessary to complete tasks. Inspects work performed by County
employees, contractors and utilities.

Directly oversees the work of maintenance personnel on a daily basis and is accountable for ensuring
work is performed.
Maintains current inventory of roadway/right of way facilities in road database. Updates inventory
as work is accomplished. Assists the Operations Manager in developing maintenance priorities
using information from the database.
Assists Operations Manager with implementing road maintenance priority systems including the
Pavement Marking System, culvert replacement priorities, and gravel road upgrades.
Assists in development and maintenance of systems and records that provide for evaluation, control,
and documentation of assigned operations. Tracks unit costs and identifies ways to improve
operations.
Implements safety measures and ensures that maintenance personnel are following proper safety
protocol.
Reviews right of way permit applications. Inspects work performed on the right of way for
conformance with permit conditions.
Performs surveillance/reconnaissance of County roads outside normal work hours during extreme
weather conditions to identify conditions that may impact road safety for the traveling public.
Independently makes decisions regarding actions to be taken, including the call-out of crew and
equipment. Makes recommendation to Operations Manager and/or County Engineer regarding travel
restrictions or road closures.
Responds to incidents and emergencies outside the normally scheduled work hours (call out
situation) to deal with events such as flood, earthquake, windstorms, and similar events affecting the
road integrity and/or the safety of the driving public. Evaluates the situation and contacts the
Operations Manager, County Engineer, and/or Public Works Director when circumstances are other
than routine (e.g. water over roadway, downed trees) and will have a significant impact on the Roads
budget or operation of the roadway.
Assists Operations Manager in the planning and development of the road maintenance annual
budget, work schedules and staffing needs. Helps evaluate current and future equipment needs and
participates in the selection of new equipment for road maintenance and construction projects.
Monitors assigned operations for compliance with approved budget.
Conducts regular inspections of County roads, bridges and drainage areas in area of assignment to
identify deficiencies and safety hazards; recommends projects and repairs to remedy situation.
Prepares logs and records of work performed to ensure work is consistent with departmental plans.
Responds to inquiries, complaints or requests for information from other departments and the
general public, providing information within scope of knowledge and authority, or refers to
appropriate individual.

Develops an intimate knowledge of the other road districts in order to effectively fill-in when
another Area Road Foreman is absent.
Provides input with regard to repair techniques, validity of actions taken, documentation of project
costs and similar activities on federally declared disasters. As conditions warrant, contacts various
regulatory agencies such as WDFW to obtain emergency permits to accomplish the emergency
repairs.
Monitors County roads and bridges as required by Homeland Security warnings. Has the authority
in such situations for closure of roads for the safety of the public, notification of agencies such as
law enforcement, fire districts and school districts regarding hazardous conditions or road closures.
SUPERVISORY RESPONSIBILITIES
Coordinates the daily activities of road maintenance staff by planning, organizing and directing
workload and assignments. Directly oversees work of crew as a foreman and monitors performance.
Monitors and provides input for performance appraisals, assists in addressing complaints and
resolving problems, carries out disciplinary measures assigned by the Operations Manager, and
provides training opportunities to employees to ensure effective delivery of services by the
department. The work may involve highly confidential information.

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each

EDUCATION and/or EXPERIENCE
Associates degree (AA) from a two year college or technical school in Civil
Engineering, construction management, or related field and a minimum of thee
(3) years of progressively responsible experience in road maintenance or
construction related experience including two (2) years of supervisory or lead
experience and ability to perform all duties of the Operator III position
proficiently.
OR
Any equivalent combination of education and experience that provides the employee with the
desired skills, knowledge, and ability required to perform the work.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance
instructions, and procedure manuals. Ability to write routine reports and
correspondence. Ability to speak effectively before groups of customers or employees
of organization.
MA THEMA TICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole
numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent
and to draw and interpret bar graphs.

REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in

COMPUTER SKILLS:
To perform this job successfully, an individual should have knowledge of database
software; internet software; spreadsheet software and word processing software and the
willingness to apply available computer technology to effectively perform this job.
OTHER KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of materials, methods, techniques, tools and equipment applicable to road and storm
drainage installation and maintenance.
Knowledge of supervisory principles and practices.
Knowledge of hazards and safety precautions of road maintenance and constructions. Knowledge of
basic principles of Jefferson County Road Maintenance Program.
Knowledge of and ability to implement Public Works and Jefferson County policies and procedures.
Knowledge of and ability to implement site development protection measures including erosion
control and stormwater management.
Knowledge of and ability to implement safety regulations as they apply to road maintenance
activities.
Ability to assign priority, schedule, organize and supervise assigned operations to assure
timely and cost-effective completion. Ability to direct, guide, motivate and evaluate the work
of staff. Skill in assigning priority for daily work on projects and keeping within budget
constraints.
Ability to read and interpret blue prints applicable to road and bridge construction, applying
information to area of assignment.
Ability to establish and maintain effective working relationships with other employees, vendors,
contractors, and the general public.
Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm in
stressful situations, relate to various personality styles in a calm, professional manner.
Ability to successfully complete various required training classes and obtain certifications necessary
for function skill performance, maintenance and improvement.

CERTIFICA TES, LICENSES, REGISTRATIONS
Current, valid Washington State Commercial Driver's License.
Possession of, or ability to obtain a basic First Aid card and CPR Certification.
Possession of, or ability to obtain a Flagger Card.
