SUMMARY: Responsible for developing complex transportation planning, surface water and
stormwater management and capital facilities plans, and for reviewing transportation and stormwater
management aspects oflarge and complex development projects, by performing the following
duties.
ESSENTIAL DUTIES AND RESPONSIBIl_ITIES include the following. Other duties may be
assigned.
Develops transportation, surface water, stormwater management, and capital facilities plans.
Performs all project management functions for planning projects, including but not limited to,
developing scope, schedule, and budgets, and ensuring that the projects are completed within the
budget and on schedule.
Develops and implemcnts public involvement and review processes for planning projects.
Works with other agencies to develop and update land use and development policies and regulations
related to transportation facilities and stormwater management.
Reviews development applications for conformance with applicable County Code pertaining to
transportation facilities and stormwater management.
Reviews development applications to identify impacts related to roads, stormwater runoff, and
crosion under the rules of the State Environmental Policy Act.
Pcrfonns technical review of stonnwater, storm water management, erosion control and road
construction plans for developments proposals to ensure compliance with adopted County standards.
Perfonns field inspections of developments to ensure that storm water management, erosion control,
and road facilities are consistent with approved plans.
Works with the County Engineer to ensure that roads proposed to be accepted by the County through

the platting process are constructed to meet the adopted County standards and to administer the
acceptance of public roads by the County through the platting process.
Responsible for all aspects of final plat review for department.
Receives and investigates citizen complaints regarding transportation and stormwater management
impacts related to developments.
Participates in self-directed team process to set work level expectations, goals, and objectives.
Meets and communicates with other departments to coordinate interdepartmental processes.
Participates with transportation team in continuous process improvement.
Represents the Department with other agencies, organizations, and departments relative to
development review. Coordinates with other agencies on the development and implementation of
joint processes.
Develops, negotiates and administers consultant contracts for planning projects. Administers
consultant selection process.
Assists applicants and contractors in complying with development standards and department
procedures.
Represents the Public Works Department at hearings with the Hearings Examiner, Board of County
Commissioners, and the Planning Commission.
Reviews and comments on traffic analysis and roadway and intersection capacity and peak hour
traffic data submitted by engineering consultants.
Responds courteously to public inquiries regarding development standards and Departmental
procedures.
Participates in team processes to assist in developing the division budget for the Department.
Accountable for specific project steps, works in team based environment, and participates in annual
training program and annual performance evaluation process.
Provides conceptual and technical design/specifications for very complex projects.
Develops and negotiates annual project milestones and budgets.

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each

EDUCATION and/or EXPERIENCE
Associate's Degree (AA) in Civil Engineering, Architecture/Landscape Architecture
or a related field, and a minimum of six (6) years related experience;
OR
Bachelor's degree (BA or BS) in Civil Engineering, Architecture/Landscape Architecture or
related field and two (2) years related experience.
OR
An or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals,
technical procedures, or governmental regulations. Ability to write reports, business
correspondence, and procedure manuals. Ability to effectively present information and
respond to questions from groups of managers, clients, customers, and the general public.
MA THEMA TICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference,
and fundamentals of plane and solid geometry and trigonometry. Ability to apply
concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in
situations where only limited standardization exists. Ability to interpret a variety of
instructions furnished in written, oral, diagram, or schedule form.
COMPUTER SKILLS
To perform this job successfully, an individual should have knowledge of database
software; internet software; spreadsheet software and word processing software.
CERTIFICA TES, LICENSES, REGISTRATIONS
Valid Washington State Driver's License
OTHER SKILLS AND ABILITIES
Ability to provide technical leadership to Development Review and other Public Works staff as
needed. May provide input into hiring decisions.
Ability to effectively present information and respond to questions from the Board of County
Commissioners, Planning Commission, Hearing Examiner, development project applicants,
consultants, contractors and the general public.

Ability to administer confidential issues in a discreet manner.
Familiarity with current ideas, practices, and trends relating to drainage, erosion control, design and
construction standards and road practices.
Familiarity with State and County rules, regulations, codes, ordinances and policies regarding
comprehensive planning and land use.
Familiarity with State Environmental Policy Act (SEP A) regulations.
Ability to research the Revised Code of Washington (RCW) and Washington Administrative Code
(W AC).
Knowledge of LAG Manual, WSDOT Standard Specifications and other manuals, and ASSHTO
standards manual.
Familiarity with the State of Washington Storm Water Management Manual.
Familiarity with basic principles of traffic engineering and with principles and procedures ofland
surveymg.
Ability to analyze stormwater calculations when reviewing development plans.
Knowledge of planning principles, practices and ethics.
Knowledge of engineering practices and principles relating to roadway, erosion control, and storm
water management design and construction.
Ability to review engineering plans against standard criteria for right of way, plan, profile, drainage,
erosion control and road systems.
Ability to perform on-site inspections to identify potential problems related to drainage, erosion
control and roads.
Skill in dealing with the public, developers, surveying and engineering consultants, construction
contractors, management, staff and representatives of other agencies and departments.
Ability to apply mitigation and negotiations skills with large agencies.
Ability to communicate effectively, both orally and in writing, with groups and individuals regarding
complex or controversial issues or regulations.
Skill in prioritization and keeping within budget constraints.
Familiarity with principles and procedures of self-directed work teams.
