PUBLISH DATE: December 14, 2022 BILL: Jefferson County Department of Community Development 621 Sheridan Street, Port Townsend, WA 98368 JEFFERSON COUNTY PUBLIC NOTICE OF TYPE I LAND USE APPLICATION AND PENDING SEPA DETERMINATION MLA22-00098 / ZON2022-00117 APPLICANT: JOSEPH JR & MARIA LECATO 114 TIMBER RIDGE DR PORT LUDLOW, WA 98365-9730 Application Received Date: October 24, 2022 Application Complete Date: November 21, 2022 Application Notice Date: December 14, 2022 SITE ADDRESS AND PROJECT LOCATION: Parcel # 921195013; Section 19 - Township 29N - Range 1E; SKYWATER LARGE LOT SUBDIVISION LOT 13 SUBJ/EASE; 424 SKYWATER DR, PORT HADLOCK, WA 98339 PROJECT DESCRIPTION AND REQUIRED PERMITS/STUDIES: CLASS IV GENERAL STORMWATER PERMIT WITH STATE ENVIRONMENTAL POLICY ACT (SEPA) to clear for residential development including a driveway and new private shop. The project will clear timber from approximately 3.5 acres out of a 4.01-acre parcel to convert forestry land to future residential use through a Class IV general forest practice stormwater permit. The applicants have submitted a stormwater management plan for future development to address the stormwater management of all proposed impervious surfaces. This project also requires a Class IV General Forest Practices Permit from the Washington State Department of Natural Resources. COMMENT PERIOD AND WHERE TO VIEW DOCUMENTS: The application and any studies may be reviewed at the Jefferson County Department of Community Development. All interested persons are invited to (a) comment on the application; (b) receive notice of and participate in any hearings; and (c) receive a copy of the decision by submitting such written comment(s)/request(s) to the Jefferson County Department of Community Development, Development Review Division, 621 Sheridan Street, Port Townsend, WA 98368, (360) 379-4454. Comments concerning this application should be submitted to the Department by 4:30 p.m. on December 28, 2022 either via writing or email to scartmel@co.jefferson.wa.us. If the last day of the comment period falls on a weekend or holiday, then the comment period shall be extended to the first working day after the weekend or holiday. Comments submitted after this date may not be considered. SEPA ENVIRONMENTAL REVIEW: The optional DNS process of the State Environmental Policy Act (SEPA), Washington Administrative Code (WAC) 197-11-355 is being used. This may be the only opportunity to comment on the environmental impacts of the proposal. DCD reviewed the proposal for probable adverse environmental impacts and expects to issue a DNS. This determination is based upon a review of the SEPA Checklist, project submissions, and other available information. Additional conditions or mitigation measures may be required under SEPA.
